Mayor’s Report

The Mayor’s report was received. Mayor Darryl Houston reflected on attending the Rapid Bay Primary School Tree Panting, the Myponga RediCommunities project and the Yankalilla Youth Theatre Machines and Vehicles Play.

Reports of Members, Delegates and Working Parties

Cr Olsson and Cr Quirke attended the Carrickalinga Rate Payers Association Star Party on Saturday, 6 April 2024.

Motions on Notice

A motion on notice from Cr Rowlands concerning the Yankalilla Memorial Park Redevelopment Project was carried.

A motion on notice from Cr Rowlands concerning netball ring options at the Lions Youth Park (Yankalilla) was carried unanimously.

Reports of Officers

Risk Management Policy and Framework

Council received the report and resolved to adopt the Risk Management Policy V3.0 and Risk Management Framework V2.0.

Casual Vacancy – Supplementary Election 2024

Council received the report and noted the timeline of events to occur in relation to filling the casual vacancy triggered by the recent resignation Councillor Bill Verwey.

Fleurieu Region Community Services Advisory Committee Membership Update

Council received the report. Council appointed Cr Quirke as an Elected Member representative on the Fleurieu Region Community Services Advisory Committee.

Disability Parking Options at the Normanville Shopping Centre

Council received the report and supported the addition of a further one (1) disability carparking space at the Normanville shopping centre to proceed to a phase of consultation with stakeholders.

Encumbrance Waiver - Mitchell Heights, Normanville

Council received the report and agreed to waive clause 6.1 to allow the use of the external wall material Sycon Linea at Number 3 Allotment 320 in Deposited Plan 52117 Mitchell Heights, Normanville.

Ancillary Accommodation and Student Accommodation Definitions Review Code Amendment

Council received the report and approved the draft letter addressed to the Chief Executive, Department for Trade and Investment, in Attachment A, as the Council submission.

Cape Jervis Harbour Precinct Master Plan Submission

Council received the report and resolved to endorse the Draft Submission on the Cape Jervis Harbour Precinct Master Plan, to be sent to the Department of Infrastructure & Transport and relevant MP’s, Ministers and Community Groups.

Economic Development Strategy 2020-2025 – Implementation Plan Annual Update

Council received the report. Council noted the year-to-date progress report (1 June 2023 to 31 March 2024) on implementation of the Economic Development Strategy 2020-2025.

Dog and Cat Registration Fees 2024-2025

Council received the report and endorsed an increase of equal amounts to both the Dog and Cat Registration Fees for 2024/25 Financial Year, this being a 4.4% increase. Council resolved to approve the waiver of 2023/24 Fees for New Dog and Cat Registrations received during the month of June 2024.

Draft 2024-25 Annual Business Plan & Budget and Long-Term Financial Plan for Consultation Report

The report was received and Council endorsed the draft 2024-25 Annual Business Plan & Budget and Long-Term Financial Plan for public consultation. Council resolved that consultation will be carried out as set out in the Engagement Plan.

Council resolved: to support a reduction in the level of capital investment when compared to the prior three budget periods, a principal of annual sustainability that sees Councils plans to include operating within its financial means in 2024-25 without increasing the level of borrowing and the inclusion of a 5.6% total rate revenue increase, $1,100 minimum rate and 20% Rebate – capping.

Council resolved to hold three public consultation meetings following which, a revised version of the Annual Business Plan & Budget and Long-Term Financial Plan will be brought to Council’s Special Meeting provisionally to be scheduled on 25 June 2024.

Council Service Centre Opening Hours for Festive Period of 2024-2025

Council confirmed the opening hours for the Council Office/Sites for the 2024-25 festive period.

The Chief Executive Officer Report was received.

Council received the minutes of the CEO Performance and Remuneration Review Committee held on 26 March 2024.

Updated Terms of Reference of CEO Performance and Remuneration Review Committee Report

Council received the report and resolved to adopt the revised Terms of Reference.

CEO Performance and Remuneration Review Committee – 26 March 2024 – Key Performance Indicators Summary

Council received the report and noted the Chief Executive Officer Key Performance Indicators Summary midyear update (July 2023 to 26 March 2024).

Fleurieu Regional Waste Authority (FRWA) Business Plan 2024-27 & Budget 2024-25

Council received the report and resolved to approve the Fleurieu Region Waste Authority (FRWA) draft 2024-27 Business Plan and draft 2024-25 Budget.

Fleurieu Regional Waste Authority (FRWA) Second Quarter Budget Review Report

Council received the report and resolved to approve the Fleurieu Regional Waste Authority (FRWA) Second Quarter Budget Review for the Financial Year 2023-24.

Confidential Items:

Normanville Jetty Holiday Park Management Licence Agreement Update

Council moved into confidence to discuss this agenda item. The report and attachments will remain in confidence for a period as determined by the Chief Executive Officer.
