Mayor's Message
June 2026
This month, one of my highlights was taking part in the Yankalilla Football and Netball Club’s Big Freeze fundraiser to help FightMND tackle Motor Neurone Disease. Congratulations to everyone involved in this fantastic community effort, which raised an incredible $53,000 for this important cause. The generosity shown by our community will help support people living with MND and contribute to the vital research needed to find a cure.
I also had the opportunity, alongside our CEO, to meet with Member for Mawson, Jenni Mitton MP, to discuss how we can continue strengthening collaboration between all levels of government. Our conversation focused on ensuring future investment aligns with Council’s Strategic Community Plan: VISION 2030 and our Partnership Prospectus.
Working with neighbouring councils and regional partners, we continue to advocate for priorities that will support sustainable growth and improve the liveability of our region. These include investment in infrastructure, transport and digital connectivity, climate resilience, housing opportunities and fairer funding for local roads. Council will continue championing these priorities to ensure our community's voice is heard.
There was also encouraging news from the State Government, with funding allocated for a statewide campaign to raise awareness about the safe disposal of batteries. This initiative will help reduce fire risks and support better environmental outcomes for communities across South Australia.
Closer to home, I was pleased to attend National Simultaneous Storytime, which brought together local children, families and educators to celebrate the joy of reading. It was wonderful to see such strong participation across the district and a shared commitment to encouraging literacy and lifelong learning.
Warm regards,
Darryl Houston

May 2026
One of the highlights of the month was officially opening the 2026 Heritage Fleurieu Coast Festival at the Second Valley Memorial Hall. Since its beginnings in 2018, the festival has grown into a wonderful month-long celebration of our district’s history, culture and community spirit, and it is now firmly established as part of South Australia’s History Festival.
This year’s program features around 40 events across the district, showcasing everything from First Nations culture and natural landscapes to local stories, traditions and built heritage. It was especially pleasing to see the launch of Old Second Valley and Wirrina by Jane Olsson, continuing the important work of documenting and preserving our local history. The success of the festival is a testament to the dedication of our volunteers, historians and community organisations who work so hard to bring these stories to life.
There was also encouraging news from the recent Federal Budget, with several funding programs important to local government confirmed or extended. This included long-term supplementary road funding for South Australia, continued support through Financial Assistance Grants, investment in local infrastructure and ongoing funding opportunities through the Active Transport Fund and drought resilience initiatives.
While many of these funding programs operate behind the scenes, they play an important role in helping councils maintain roads, improve community infrastructure, support regional resilience and plan for the future. Council will continue advocating strongly to ensure our district receives its fair share of investment to support the needs of our growing community.

April 2026
I recently had the pleasure of meeting with Senator Charlotte Walker to discuss how we can strengthen collaboration between all levels of government. Our conversation focused on financial sustainability and ensuring future investment aligns with Council’s Strategic Community Plan 2030 and Partnership Prospectus.
Together with our regional partners, we’ve identified key priorities to support sustainable growth and liveability across the Southern and Hills region. These include infrastructure to support housing, fairer funding for local roads, investment in transport and digital connectivity, and long-term support for climate resilience and environmental protection. Council will continue advocating strongly to ensure our community’s needs are recognised in future government decisions.
Regional issues were also front of mind at the recent South Australian Regional Organisation of Councils meeting. Discussions covered a range of important topics, including drought support, climate-ready housing, planning for future growth, and the need to ensure local government is well supported to meet increasing responsibilities. These forums are valuable in ensuring councils can work together and speak with a united voice on matters that impact our communities.
Closer to home, I had the honour of serving as a judge for the Lions Youth of the Year program. The calibre of young people involved was outstanding, with each participant demonstrating remarkable confidence, leadership and a strong commitment to their community. It’s always inspiring to see the next generation stepping forward, and it gives me great confidence in the future of our region.
As always, I appreciate the opportunity to represent our community and will continue working to ensure our district remains a great place to live, work and visit.

March 2026
This past month has been shaped by both challenge and planning, as Council has focused on supporting our community through recovery while continuing to plan for the future.
Following the recent Deep Creek Fire, an important step forward has been the establishment of a Local Recovery Committee. Recovery is about more than responding in the moment; it’s about supporting our community to rebuild and move forward across social, economic, environmental and infrastructure areas. Just as importantly, it’s about ensuring the community plays a central role in shaping that recovery.
The committee will bring together local knowledge, experience and perspectives to help identify priorities and guide decision-making. This community-led approach is essential to ensuring recovery efforts reflect the real needs of those impacted and I thank everyone who has stepped forward to be involved.
I also had the opportunity to attend the Club Fleurieu lunch, where a fundraising presentation was held in support of 5CY. It was a great example of community spirit in action, with locals coming together to support a valued service in our district.
Council has also begun its budget planning for the year ahead, with our first Elected Member Budget Workshop held this month. These workshops are an important part of the process, allowing us to carefully consider how rates are used to deliver services, maintain infrastructure and invest in new projects for our community.
We reviewed a range of areas, including ongoing maintenance, future capital projects and different rate scenarios. These discussions are essential to ensuring we strike the right balance between financial sustainability and delivering the services and facilities our community relies on.
As always, I appreciate the ongoing involvement and feedback from our community as we continue this work.
Warm Regards,

February 2026
I want to extend my deepest gratitude to the incredible volunteers who have stepped up during the Deep Creek Fire. You have worked long hours under extremely challenging conditions, always putting the safety of others and the wellbeing of our community first. Your dedication, resilience, and selflessness have not gone unnoticed. You are an integral part of this community, and we are truly grateful for everything you do.
I also sincerely thank our emergency services, farm fire units, council staff and the many support services working behind the scenes—providing coordination, resources, communications, logistics and care when it was needed most. Your professionalism and commitment have been vital to the response and to keeping our community informed and supported.
I also want to acknowledge and thank the employers who supported these efforts by allowing staff the time and flexibility to respond. Your understanding and generosity make a real difference and help ensure we can act quickly and effectively when incidents arise.
To every volunteer, every responder, every staff member, and every employer who stood behind them, thank you for showing what community, teamwork and compassion truly look like. We are stronger because of you.
Warm Regards,

December 2025
Christmas means something different for all of us. For some, it is a time to gather with family and exchange gifts; for others, it is a moment of deep spiritual significance. Whatever Christmas represents for you, I hope it brings many reasons to smile and the opportunity to share this special time of year with those closest to your heart.
I would like to extend my sincere thanks to the many dedicated volunteers and community groups across our Council area. Your commitment, generosity and tireless efforts have protected, supported and strengthened our community throughout the year. You are truly deserving of our ongoing gratitude.
As the year draws to a close, I hope each of us finds a moment to pause—to rest, reflect, and reconnect with what matters most. In the spirit of Christmas, I encourage everyone to look for opportunities to support those who may be finding this season challenging.
On behalf of Council staff and my fellow Councillors, I wish you all a very Merry Christmas and a happy, safe, and peaceful New Year.
Warm Regards,
Darryl Houston

November 2025
It’s been a productive month, with Council continuing to focus on long-term sustainability, stronger regional partnerships and positive outcomes for our community.
I’m pleased to share that Council finished the 2024–25 financial year in a stronger position than we had originally expected. Thanks to disciplined financial management, targeted efficiencies and some tough but necessary decisions, Council achieved an operating surplus of $37,000, quite a turnaround from the budgeted $1.2 million deficit. Council also delivered a positive Net Lending result of $1.426 million, which has enabled Council to reduce overall debt, with further reductions planned next year. It’s an encouraging step forward on our path to improved financial sustainability.
Regional collaboration has also been a major focus this month. At the recent Southern & Hills Local Government Association meeting, member councils began early discussions on the next Four-Year Business Plan. We identified six shared themes, from housing and transport to climate resilience, economic development and community wellbeing, that will guide future advocacy and joint initiatives across the region.
Council also took another step in its Rating Review journey, with Elected Members receiving a presentation from UHY Haines Norton at our latest Information and Briefing Session. These reviews help ensure our rating structure remains fair, transparent and aligned with the changing needs of our community.
A real highlight for me this month was seeing Yankalilla Youth Theatre’s production Tumbleweed on the big screen at Victa Cinemas. The creativity, energy and passion of our young people were truly inspiring. Congratulations to everyone involved in this terrific project.
Finally, Council continued its support of the City of Burnside in its advocacy for the Greater Adelaide Freight Bypass, with a finalised joint letter from participating councils expected in early November.
Warm regards,

October 2025
It’s been another busy and productive month as Council continues to focus on collaboration, advocacy and planning for the future of our district.
While last month’s newsletter celebrated our talented young writers, I’d like to thank once again everyone involved in the Mayors’ Short Story Challenge, from the Yankalilla Library and our local judges to the teachers, parents and students who made it such a success. Your creativity and enthusiasm are inspiring.
At the recent South Australian Regional Organisation of Councils (SAROC) meeting, I supported a proposal to transfer the collection of the State Government’s Landscape Levy from local councils to RevenueSA or another state agency. This change would reduce the administrative burden on councils and improve transparency for ratepayers.
It was also great to meet with neighbouring councils at a joint briefing session to explore opportunities for regional collaboration. Topics included climate change impacts, Virtual Power Plants and the shared management of building fire safety services across the Fleurieu, all important areas where working together benefits our communities.
Council has also been invited to join a collective advocacy effort led by the City of Burnside, supporting the Greater Adelaide Freight Bypass and High Productivity Vehicle Network. These initiatives aim to redirect heavy freight vehicles from suburban roads, improving safety and efficiency across the state.
Finally, I’m pleased that repairs to the Normanville Jetty are confirmed and funded, with works expected to be completed in time for summer. Thank you to the Department for Infrastructure and Transport and Council staff for their persistence in achieving this great outcome.
Warm regards,
Darryl Houston

September 2025
This past month has seen some important steps forward in shaping how Council delivers services, manages resources and plans for the future of our district.
The newly formed Service Review Working Group, made up of four Elected Members and key staff, has held its first meeting to begin the process of selecting a consultant. This independent support will help guide a structured review of Council services, ensuring they are efficient, effective and aligned with the needs of our community. The aim is simple but important: to make sure we are delivering high-quality services in a financially sustainable way, while providing the best possible value for our ratepayers.
I was also pleased to contribute to the update of the Hills and Fleurieu 5-Year Landscape Plan. This plan provides a shared roadmap for how we care for our land, water and environment in the face of growing challenges such as climate change and declining ecosystems. It’s about working together, whether you’re a land manager, part of a local group or someone who simply loves our beautiful region, to ensure that our landscapes remain healthy and resilient for generations to come.
Council has also recently held its first workshop as part of the comprehensive rate review. This session marked the beginning of an important process to examine how rates are applied across the district, with the goal of creating a system that is fair, transparent and reflective of community expectations. This was just the start of a broader conversation, and we look forward to engaging further with residents, stakeholders and community groups to ensure the outcome is one that works for everyone.
Together, these initiatives reflect Council’s commitment to responsible governance, sustainability and listening to the community as we plan for the years ahead.

August 2025
This past month has been a valuable opportunity to reflect on the work Council is doing to ensure we are planning responsibly for the future while remaining responsive to the challenges of today.
One of the most important steps underway is the development of a three-year budget. As someone with a background in banking and finance, I recognised early on that our traditional budget approach needed something more practical between the annual budget and the 10-year Long-Term Financial Plan. This new process provides a clearer, medium-term view, helping Elected Members test options across multiple years and better understand the cumulative impact of their decisions. Ultimately, it means we can plan more deliberately, make more informed choices and ensure that change is both sustainable and well considered.
At the recent Audit and Risk Committee meeting, I was pleased to see some strong results. Council has paid off more than $860,000 in fixed loans this financial year and our Finance team has also worked hard to significantly reduce outstanding rate debt from prior years, a great achievement. Risk management, business continuity planning and improvements in workplace safety continue to be a focus, ensuring Council remains resilient and sustainable into the future. I was also encouraged to see progress in policy reviews and positive early feedback on the transition to the new management model for Normanville Jetty Holiday Park.
Looking ahead, Council has now commenced a strategic service level review to help us better understand the cost, resourcing and delivery of the services we provide. This work will establish a clear baseline and framework for decision-making, aligning services with both community needs and our financial capacity. Importantly, it will also support us to attract, retain and develop the right people to deliver on our commitments.
This month, I also attended a state government community forum at Victor Harbor on the ongoing algal bloom affecting coastal areas. With the Premier, senior government leaders and scientific experts present, the session provided the latest updates on the environmental, health and industry impacts, as well as the response and recovery efforts underway. It was also a chance for the community to raise concerns and have them addressed directly.
As always, I thank you for your continued support and input into the work we are doing together for our community.
Warm Regards,
Mayor Darryl Houston

Depot BBQ and WHS Recognition
It was a pleasure to fire up the BBQ alongside Michelle to thank our Depot team for their efforts throughout the year.
The morning was an opportunity to present a WHS Best Practice Merit Award to staff member Megan Nottle (pictured receiving the award), whose work in developing an Accredited Respirator Fit Testing Program was formally recognised with a WHS Best Practice Merit Award 24/25 as part of the 2024–25 Local Government Association awards.
Congratulations to Megan and the entire team for your innovation and commitment to workplace safety.
Lions 40th Handover Dinner – Celebrating Four Decades of Service
I was honoured to attend the Yankalilla & District Lions Club 40th Handover Dinner, reflecting on an incredible legacy of service.
Since its founding in 1985, our local club has been a driving force behind many positive changes in our region. Lions International, with over 1.4 million members worldwide, supports eight key global causes (from childhood cancer to the environment) and the impact is felt locally and globally.
I extend heartfelt thanks to all past and present members for their dedication to our community. Congratulations to outgoing President Lion Russell Boxer and my best wishes to President Elect Lion Peter Filsell and the incoming board for a successful year ahead.
Support for Local Sport – Yankalilla Football Club
I was pleased to provide a letter of support for Yankalilla Football Club’s application for a Telstra Footy Country Grant.
Clubs like Yankalilla are more than just sporting teams, they are at the heart of our communities, fostering connection, resilience and local pride. We wish the club every success with their application.
Responding to Drought – LGA Webinar Update
I recently attended the LGA’s drought response update, where representatives outlined current efforts to support drought-affected areas.
Hopefully more can be done to assist the sector statewide.
A range of support is available for primary producers and small businesses, including:
- Farm Household Allowance – call the Farmer Assistance Hotline (132 316) or visit Services Australia.
- Rural Financial Counselling Service – call 1300 771 741 for free, confidential and independent counselling.
- Low-cost concessional loans – call 1800 875 675 to see if you are eligible.

Biggest Morning Tea – Myponga
It was an honour to MC the 14th annual Biggest Morning Tea hosted by Ros Hutchinson and the Myponga Walkers. With around 100 people filling the Myponga Hall, it was a fantastic show of community support for the Cancer Council. A particular highlight was the performance by the Year 1 and 2 students from Myponga Primary School. Well done to all involved!
Congratulations to the organisers and everyone who contributed to raising an impressive $3,911.30 for a very worthy cause.
Launch Regional Volunteering Perspectives Report
I was pleased to attend the launch of the Regional Volunteering Perspectives Report, developed by Southern Volunteering with funding from Volunteering SA & NT under the federal government’s Volunteer Management Activity Program.
With volunteering numbers declining across Australia, this report provides valuable insight into how we can better support and retain our volunteers, particularly in regional areas. It explores what’s working well, the challenges volunteer organisations face, and how we might attract new and diverse volunteer cohorts. I hope the findings help strengthen the future of volunteering in our district.
Preserving Our Past – Launch of 'Cemeteries of the Yankalilla District - Early Burials'
It was a pleasure to launch this important new publication by the Yankalilla Historical Society. This project was supported through our Community Grant program and it's a wonderful example of how small grants can help deliver lasting value to our community.
This beautifully researched book documents early burials across the district, contributing not only to preserving and sharing our local history but also to heritage tourism across the region.
It was particularly fitting that the launch formed part of the 2025 South Australian History Festival, celebrating the people and stories that have shaped our region.
Thank you to the Historical Society for your dedication to preserving and sharing our history for generations to come.
Advocating for Regional Jetties at the LGA OGM
At the LGA Ordinary General Meeting on 23 May, a motion was carried recognising the growing financial burden that jetty repairs place on regional councils. I supported the call for a more equitable, statewide approach to funding - highlighting that without assistance, communities like ours face unrealistic financial pressure.
Regional jetties are state-owned assets and they deserve the same funding consideration as their metropolitan counterparts. We’ll continue to advocate on this important issue.

Festival Fleurieu
Congratulations to Libby Robertson and the Festival Fleurieu Committee on delivering another outstanding celebration of art, heritage, landscape and community. This biennial event once again brought together artists, musicians, writers and performers to showcase the incredible creativity and culture that exists within our region.
From art exhibitions and workshops to studio trails, music performances, heritage displays, and local food and wine, there was something for everyone. It was fantastic to see the entire district come alive with activity and celebration - thank you to all who took part, attended or volunteered to make this festival such a success.
ANZAC Day Services
ANZAC Day is always a time of deep reflection and community connection. This year we saw strong attendance at all four services held across our district - in Inman Valley, Myponga, Second Valley and Yankalilla.
Each service was respectfully delivered, with moving tributes to those who have served and sacrificed. Special thanks to the organisers and volunteers who ensured the commemorations ran smoothly, including the Light Horsemen who added a powerful presence at Inman Valley.
Annual Business Plan & Budget 2025-26
Public consultation has now closed on the Draft 2025-26 Annual Business Plan & Budget. I want to thank everyone who took the time to provide feedback - your input is a vital part of the decision-making process.
This year’s draft was the result of one of the most comprehensive planning processes Council has ever undertaken, including six dedicated workshops with Elected Members and ongoing financial discussions. The result is a draft plan that aims to balance financial responsibility with delivering services that matter to our community.
Key features include:
- A proposed rates income increase of 6.4%, accounting for inflation, growth and service sustainability.
- Continued capital investment, with a measured reduction in asset renewal while updated data informs future planning.
- A commitment to operating within our financial means for 2025–26, with no increase in borrowings.
- A revised schedule of fees and charges reflecting Council’s cost-recovery approach.
We’re now reviewing all submissions and will take community feedback into careful consideration before finalising the plan in the coming weeks.
Thank you once again for your engagement and support as we work together to shape the future of our district.
Warm regards,
Darryl Houston

Securing the Future of the Normanville Jetty Holiday Park
I was excited to see the signing of the contracts for the management and operations of the Normanville Jetty Holiday Park and Rapid Bay Campground - a process that has been both long and complex. These agreements secure a bright and sustainable operational future for two of our most cherished community assets.
We are confident that this new partnership will benefit both locals and visitors, with BelgraviaPRO bringing extensive experience and professionalism to the management of these iconic destinations. I look forward to seeing their vision unfold in the coming months.
Regional Advocacy Through SACCA
As a proxy member of the South Australian Coastal Councils Alliance (SACCA), I’ve been actively engaged in current discussions affecting coastal councils like ours. Topics on the table include:
- The review of SACCA’s governance and funding structure.
- Coastal access management, particularly around vehicle use in sensitive coastal zones.
- Jetties and related lease and funding arrangements.
- Surf Life Saving pontoon maintenance/management and coastal hazards (sharks) mitigation.
- Key coastal adaptation projects, such as Climate Ready Coasts and Green Infrastructure initiatives.
SACCA’s work ensures that regional councils have a strong collective voice when advocating for resources and strategic planning support - especially in the face of coastal challenges.
Backing Resilience Through Business
I recently provided a letter of support for the Bioregional Readiness, Resilience and Regeneration project - a promising initiative being submitted to the federal government’s Disaster Ready Fund. This program, if successful, will focus on empowering local small businesses in disaster preparedness and resilience, recognising the crucial leadership role they often play during times of crisis.
The program aims to connect and strengthen small business networks across the Adelaide Hills and Fleurieu Peninsula, with support from academic experts at the University of Sydney. If funded, Council will help promote the program locally and provide a venue to host sessions - another step in building a resilient, prepared community.

Supporting 5CY – A Community Effort
At the February Club Fleurieu Lunch, I had the privilege of joining President Louise Allstrom to present a cheque for $6,500 to Keren Webber, following the success of the Mayor’s Charity Dinner and Club Fleurieu Bingo in January.
Keren was thrilled to accept this generous donation on behalf of 5CY and shared some powerful insights into the ongoing need for their Community Pantry services. With more families relying on their support than ever before, it’s a reminder of the important role organisations like 5CY play in our region.
I’d like to extend my sincere thanks to everyone who contributed to making this fundraiser such a success. Plans are already underway to make this an annual event and I look forward to seeing our community come together once again in support of this vital cause.
Advocating for Our Community During Drought Conditions
Our region is currently facing one of the lowest recorded rainfalls in history and the impact is being felt across our community. Many residents, including our farmers and local businesses, are struggling with the ongoing dry conditions.
I have taken every opportunity to advocate for additional support, both through discussions with MPs and in the media, to ensure the state and federal governments are aware of the challenges we are facing.
This week, I was pleased to see additional water carriers authorised to deliver essential supplies, a step in the right direction. However, we know more needs to be done. Council will continue working closely with stakeholders to push for further assistance and ensure our community receives the support it needs in these difficult times.
As always, I encourage anyone struggling with the effects of drought to reach out - whether to Council, support services, or each other.

Welcome to 2025! I hope you all had a wonderful holiday season and are feeling refreshed for the year ahead.
The Mayor is Cooking – 5CY Fundraiser
It was an absolute pleasure to once again take part in the annual fundraiser for 5CY at Club Fleurieu. With 82 attendees and the incredible support of Club Fleurieu members, we shared a wonderful evening of good food and great company—all for an important cause.
Thanks to generous donations and a lively auction and raffle (along with my cooking skills being put to the test!), we raised an impressive $5,500. Thank you to everyone who contributed —your generosity will help 5CY continue its invaluable work in our community.
Australia Day Celebrations
Our Australia Day event at the Village Green in Normanville was a fantastic morning, bringing our community together to celebrate the achievements and contributions of many inspiring individuals. A huge thank you to the Council staff who worked tirelessly behind the scenes to make the event such a success.
We were also honoured to welcome Australia Day Ambassador John Shepherd AM, who shared his experiences and insights on the importance of working together to support those around us as a community. Following the event, John reached out to express his gratitude not only for the warm welcome he and his wife, Jan, received but also for the seamless organisation and coordination of their stay and the celebrations. It was wonderful to receive such positive feedback and I’d like to extend my thanks to John and Jan for being part of our celebrations.

December 2024
As the holiday season approaches, it is a time to reflect on the year gone by and to look forward to the promise of a bright new year ahead. Christmas is a season of joy, generosity and togetherness, and it fills me with pride to see the spirit of community that thrives in our district.
This year, we have witnessed our community come together in many ways—whether through acts of kindness, supporting local businesses or volunteering to help those in need. These small acts of goodwill remind us of the true meaning of Christmas: compassion, unity and love - all making our community a better place to live, work and raise our families.
I am honoured to serve this wonderful community and I wish all of you a peaceful, joyful Christmas filled with love and laughter, surrounded by family and friends. Let us embrace the spirit of giving and continue to support one another as we move into the new year.
May the year ahead bring peace, health, and prosperity to you and your loved ones.
On behalf of Council staff and my Councillor colleagues, I wish everyone a Merry Christmas and a happy and peaceful New Year.
Kind Regards

Meetings and Community Engagement
This month has seen valuable opportunities to connect with both local and regional groups. On the 2nd of October, I attended the Fleurieu Coast Community Network meeting, where we discussed various initiatives and ways to enhance our local services. The following day, I participated in the SAROC (South Australian Regional Organisation of Councils) meeting, which allowed for further collaboration with councils across the region.
Citizenship Ceremony
It was my honour to welcome five new citizens to our wonderful community during a recent Citizenship Ceremony. Australian citizenship signifies a full and formal commitment to our country and embodies a sense of belonging and unity, while also celebrating the rich diversity within our nation. The individuals who took the pledge committed to upholding the democratic values and laws of Australia and I’m proud to welcome them as new citizens of our district.
Quarterly Strategic Workshop
In line with our commitment to transparency and forward-thinking, Council recently held the first of our quarterly strategic finance workshops. This session was focused on developing a three-year budget, which will provide greater clarity and foresight for our community on the plans and priorities beyond the typical 12-month cycle. As part of this process, we are also reviewing our Asset Management Plan and service standards to ensure responsible and sustainable management of our district’s assets. This includes exploring innovation, digital options and partnerships to improve service delivery and find cost-effective solutions in the short, medium and long term.
Cape Jervis Progress Association – Visit to Kangaroo Island
The Cape Jervis Progress Association has been doing exceptional work on their Jetty Timbers Project with a fantastic presentation to elected members at our forum on the 1st of October. I was thrilled to join them for a visit to Kangaroo Island, where we met with the Penneshaw Progress Association and explored their Sculpture Trail for inspiration. It was an inspiring day of sharing ideas and learning from each other’s experiences. I look forward to seeing some exciting projects come to life over the coming months.

Rapid Bay Primary School – New Library Opening
It was a privilege to celebrate the official opening of the new library at Rapid Bay Primary School. It’s a milestone in the school’s journey—a journey that is deeply rooted in its rich history and now moves forward with a renewed vision for the future.
Rapid Bay Primary School, originally known as the Rapid Bay "Rural School," opened its doors in 1950. For over seven decades, this school has been a pillar of our community, nurturing generations of students. The library room was originally designed as a classroom meant to host up to sixty students, it quickly became apparent that fitting even thirty of the old wooden desks was quite a challenge! Despite its constraints, this room has always been a place of learning and growth.
Interestingly, the original library was housed in the current staff room. Over the years, as the school’s needs evolved, so too did its vision for a modern, dedicated library space that could better serve students and the community.
I am also thrilled to announce that Rapid Bay Primary School has been selected as a recipient of the Dymocks Children’s Charities Library Regeneration Program. With their generous support, the school received $5,000 worth of new books, significantly enhancing the library’s collection. This will provide students with an abundance of new resources to explore, fuelling their imaginations and hopefully fostering a lifelong love of reading.
The new library is more than just a room filled with books; it is a key component of Rapid Bay’s ongoing transformation, integrating sustainability and environmental awareness into every aspect of education. The library will be the heart of this transformation—a place where students can learn not only from books but also from the world around them.
In the coming years, this library will be a hub of activity, supporting efforts to teach students about ecology, conservation and the importance of preserving our environment. It will serve as a space for research, creative projects, and community engagement, all aligned with the school’s commitment to becoming a leading eco-school in the region. This transformation reflects the dedication to providing a holistic, future-focused education that prepares students to be responsible citizens of the planet.
I would like to extend my thanks to everyone who has made this new library a reality. From the volunteers to the staff and students, your hard work and dedication have brought this vision to life. A huge thanks to both Zoe and Corey for creating this vision for the space - it’s now an incredible space for all to enjoy. This library is not just a room - it’s a symbol of the school’s commitment to education, community and the environment.
Yankalilla Library – Tapestry Unveiling
Betty Wolf has been facilitating the Weaving for Wellness program in the Yankalilla Library since 2019 - the group is affectionately known as the Dream Weavers. Betty is an art teacher and art therapist who believes the library is an important community hub for learning, self-development, support and connection.
She loves the positive atmosphere and wanted to create a tapestry for the new building so successfully applied for a grant as part of the DCY Arts & Creativity Program in 2024. In her application Betty wrote, “Everyone sings their special song and has their unique tune – together they form a thriving community and create a vibrant symphony.”
Great work, Betty, and I encourage everyone to go to the library and take a look at this amazing art piece.
Financial Sustainability Workshop – 10 September 2024
Our Council is not alone in its challenges, which also disproportionately impact many regional and rural local governments. A number of regional councils strongly advocated for more equitable funding for local government, leading to this workshop hosted by the Local Government Association.
One key concern is the persistent underfunding of South Australian councils. Last financial year, Yankalilla Council was assessed to require $591,154 in General Purpose Financial Assistance Grants by an independent group of Mayors (as a needs analysis based on infrastructure and population). DC Yankalilla, however, only received $236,829, leaving a significant shortfall of $354,325, which the Council needs to source from Rates or other income streams. The cumulative effect of this ongoing underfunding is considerable. In fact, 51 South Australian councils were underfunded last year based on this independent analysis, while 17 were overfunded. Our communities are resilient, but this ongoing pattern of underfunding must be addressed to ensure sustainable services and development.
We will be actively advocating for greater assistance and recognition from the State and Federal Governments, particularly ensuring that an equitable share of grant funding is distributed to rural communities to support the valuable work of Councils in large geographic, low-population areas with significant asset bases.
Warm Regards,
Darryl Houston

August 2024
I recently had the opportunity to attend the annual Mayor and CEO Forum, held at the Adelaide Hills Convention Centre in Hahndorf. With over 80 attendees, this event provided a valuable space for council leaders to reconnect, share experiences and explore ways to grow as representatives of our communities.
The sessions were both enlightening and challenging. Dr Josie McLean lead an engaging workshop on navigating complex situations and exploring new ways of working. Later in the day, Angus Crowther and Ellen McLoughlin from Tanck offered insightful strategies on influencing government and members of parliament, which are crucial for securing the state and federal funding needed to deliver key projects in our communities.
I left the forum feeling inspired and optimistic about the possibilities that exist when we work together.
As always, I am proud of the efforts being made across our district and look forward to seeing the positive impact of these initiatives in the coming months.

Joint Progress Association Meeting – Cape Jervis
I would like to thank the Cape Jervis Progress Association for arranging the Combined Progress Association meeting at The Cape on 25th June. It was an impressive turnout, considering it was a wild and wet night.
It was an enjoyable and memorable event. It was great to hear what each group has done and is doing in their towns. It was just fantastic being amongst a group of positive, community-minded people who are passionate about making a difference for our community.
Yankalilla & District Lions Club 39th Handover Dinner
It was an honour to attend the Lions Handover Dinner
Next year, the Yankalilla & District Lions Club will mark its 40th anniversary. Over the past four decades, this club has built a strong history of community service, consistently improving the lives of others and I would like to extend my heartfelt gratitude to each and every Lion for their dedication, hard work and passion.
Fleurieu Peninsula Health & Care Expo
I had the pleasure of opening the Fleurieu Peninsula Health & Care Expo. This StudyAdelaide tour aimed to introduce highly qualified, work-ready graduates to prospective employers in the health care, allied health and aged care sectors in our region.
- 41 Students attended the tour
- Included Site Tours of:
- Victor Harbor Hospital (Southern Fleurieu Health Service)
- Resthaven, Port Elliot
- 18 Businesses (Employers) attended the Lunch/Networking and Employer Expo at McCracken
- The Total number of attendances for the Lunch/Networking and Employer Expo was approximately 90 (this includes students, staff, and Businesses)!
As we have a growing aging population, creating numerous career opportunities for health and care careers in our district and across the Fleurieu Peninsula, the need for more staff is critical. There is a growing need for a wide range of health services, including general healthcare, specialised treatments and allied health services.
The students were impressed with our district and the facilities on offer – hopefully we get more than our share choosing the Fleurieu Peninsula to start their career.

Elected Members Forum – Township Planning in Myponga
During our Township Planning Sessions for Myponga, serious road safety concerns were highlighted about the junction of Main South Road and Pages Flat Road. At the recent Elected Members Briefing & Information Session, we were pleased to have Gemma Kemich (Director of Planning and Technical Services) and Karen Lee (Manager, Asset Management) from the Department of Infrastructure and Transport (DIT) join us to discuss these issues with our Elected Members and a small group of residents from Myponga.
The meeting was very productive, and several potential safety improvements were discussed, including:
- Reducing the speed limit on Pages Flat Road to 80 KPH when approaching the intersection.
- Removing the "mound" to enhance visibility.
- Possible lights.
- Possible rumble strips.
- Possible stop sign.
Our staff will continue to work with DIT and I look forward to the final solution in response to our advocacy aiming for a safer outcome for our community.
Cape Jervis – 'Leave Nothing But Footprints' at Morgans Beach
I would like to congratulate the Cape Jervis Progress Association for their tireless efforts over the past three years in the 'Leave Nothing But Footprints' project. This initiative, highlighted by the stunning artwork of Barkindji artist Sarah Bates, is an acknowledgement of our First Nations people and their connection to country.
'Leave Nothing But Footprints' reminds us all of our responsibility to care for and respect the lands we visit and reside on. This project is a beautiful addition to Morgans Beach and a meaningful call to action for environmental stewardship.

The Heritage Fleurieu Coast Festival
I couldn’t think of a more fitting place for the opening of the Heritage Fleurieu Coast Festival than the Inman Valley Memorial Hall with the launch of the latest local history book – Old Inman Valley.
This Biennial Festival showcases the rich and diverse heritage of the Fleurieu Coast. Initiated by the Yankalilla District Historical Society, the first Festival was held in 2018, with the aim to promote and share our indigenous, environmental, built and community heritage.
This year’s Festival is jam-packed with 32 events over the month of May.
I was only recently discussing the importance of our local halls as hubs for our communities to gather and enjoy events just like this. Historically our halls were used for movie nights, Deb Balls, local dances, ANZAC Day and Australia Day events, just to name a few.
We have a broad range of events in this year’s calendar and I would like to mention that it is great to see the youth of our district getting involved as well with the Yankalilla Youth Theatre’s TUMBLEWEED film project.
So please, pick up a Heritage Fleurieu Coast Festival program (which can be found at the Yankalilla Library, Civic Centre and the Fleurieu Visitor Centre) and enjoy the many wonderful events over the coming month.
I would like to express my gratitude to Emanda Fretwell, the Yankalilla District Historical Society and all volunteers involved for their tireless efforts in bringing this event to together. An event like this wouldn’t happen without their dedication and commitment which are truly commendable.
Tumbleweed -Yankalilla Youth Theatre-Heritage Fleurieu Coast Fest
Yankalilla Youths Theatre’s latest film project is called Tumbleweed – a western inspired film with the young actors creating a script using inspiration from old photographs of the region.
It was a great group that dressed up in western cowpoke style for a photoshoot as the first stage in this project.
I look forward to the final filming towards the end of the year.

Rapid Bay Primary School – Tree Planting
It was a pleasure to join the Cape Jervis Coastal Community Group for the annual tree planting day alongside the enthusiastic students of Rapid Bay Primary School. Witnessing the children's excitement and dedication as they participated in this meaningful activity was truly inspiring.
Taking a stroll around the site, I had the opportunity to observe the remarkable transformations that have occurred in recent years. Remnant patches of vegetation are now thriving, native grasses are flourishing and habitats for birds and other creatures are expanding. It is heartening to see the progress made and the dedication of all involved in nurturing our natural environment.
Elected Members Forum – Redicommunities Update
As we reach the halfway mark of the Myponga RediCommunities Project, I am encouraged by the progress and resilience demonstrated by our community in the face of potential disasters. This project, focused on strengthening disaster resilience at a community level, underscores the importance of connection, wellbeing, knowledge and security in our collective response to emergencies.
Through a series of workshops and collaborative efforts, the Myponga community has identified strengths, assets and areas for improvement in disaster resilience. From first aid training to developing emergency plans, the dedication and proactive approach of our residents are truly commendable.
Yankalilla Youth Theatre – Machines & Vehicles Play
The creativity and talent of our young residents were on full display during the Machines & Vehicles Play presented by the Yankalilla Youth Theatre. From time machines to flying toilets, the imaginative production captivated audiences of all ages. Congratulations to the team at Yankalilla Youth Theatre for a great production and a very enjoyable afternoon.

LGA Constitution Workshop
It was great to be part of the review of the LGA Constitution. This marks a significant milestone as they embark on the first major update since reforms in 2018. This is just one step the LGA are taking to modernise governance and increase effectiveness as the peak body for local government in South Australia.
Club Fleurieu February Lunch
At the February Club Fleurieu Lunch President Louise Allstrom and myself presented a cheque for $4,250 to representatives from 5CY (Keren Webber and Janet Graham) following the inaugural Mayor’s Charity Lunch in January.
Keren and Janet were thrilled to accept on behalf of their organisation and Keren shared some background information about 5CY Community Pantry and told us their services continue to be needed more than ever in our local area.
Once again, I would like to thank everyone involved in making this event such a great success and plans are underway to hold a similar function each year.
Cape Jervis Progress Association AGM
It was a pleasure to assist with the Cape Jervis Progress Association AGM and I would like to congratulate them on a job well done in promoting Cape Jervis and the many great achievements this year including the continued collaboration between the 4 town sectors - the CFS, The Club, Progress Association and the Coastal Group. As a united force, they are continuing to raise the profile of Cape Jervis and advocate for the needs of their community. For example, at the recent Elected Member Forum, they discussed the safety issues around the helipad and I am pleased to announce at the recent Council meeting the Elected Members unanimously agreed to the motion of addressing the safety issues around the helipad. Great work all round and shows how strong our community is.
Normanville SLSC & Cafe/Kiosk Formal Opening
Council is delighted to have partnered with the State Government and the local Normanville Surf Lifesaving Club to deliver this new and iconic beachside destination. It’s been fantastic to see the vision now operational and the early positive feedback has been overwhelming, never more so than the positive energy felt at the formal opening held on Saturday 9 March.
What a day, amazing weather, positive energy, great activation and wonderful guests to celebrate the completion of this great community asset.
Special thanks to Uncle Mickey O’Brien for his smoking ceremony which blessed the building, welcomed all-comers, connected visitors to the past and sought a blessing for the future.

It was a pleasure to be part of the Club Fleurieu fundraiser in support of 5CY. The kitchen was bustling and with the wonderful support of Club Fleurieu members and the 58 attendees, the event was a resounding success. Thanks to the generosity of donors and the enthusiasm of participants, we raised an impressive $4,250.00 to aid 5CY in their vital work.
One of my highlights of the month was judging the Library Cow naming competition at the Yankalilla Library. Celebrating the library's first birthday, the competition invited imaginative names for our beloved bovine friends. Amidst a field of creative suggestions, I had the difficult task of selecting winners. Congratulations to the winning names: Moonights, Cowlick, Milkshake, Sparkles, and Daisy. These titles were bestowed upon the cows and Rocky the Blue Heeler at the Australia Day Celebrations.
Our Australia Day festivities were nothing short of fantastic. I extend my congratulations to all the Council staff involved in the meticulous planning and execution of the event. It was a great day and Peter Goer’s speech was very entertaining.
Exploring the wonders of our local ecosystem, the Native Pollinator Event at the Fleurieu Environment Centre was a great educational experience for attendees of all ages. From learning about native pollinator species to creating beautiful pollinator art, it was a day filled with discovery and creativity. The grandkids loved it!
The collaborative efforts of Resilient Hills & Coasts continue to make significant strides in enhancing the resilience of our communities and environment. The release of their Annual Report underscores their dedication to addressing the dynamic challenges posed by climate change.
It was a pleasure to engage with the Yankalilla Men’s Probus Club and provide updates on our exciting developments, including the new Normanville Surf Life Saving Club and Café/Kiosk building.

This month, I had the honour of attending the Yankalilla Area School Year 12 Graduation celebration and awarding the Mayor’s Award to Alex Munro. The Mayor’s Award recognises Academic Excellence and is awarded to a Year 12 Graduating Student for their commitment to their schooling and personal learning.
I would like to congratulate the Yankalilla and District Lions Club and all the volunteers involved with the Yankalilla Classic Motor Show. What a fantastic event! I had a lot of fun in awarding a prize -THE MAYOR’S MACHINE -The car the Mayor would like parked in front of the Council Office.
Finally, it was an absolute privilege to assist in recognising our great volunteers at the Volunteer Thank You, Christmas Lunch. Their willingness to share both time and talent by volunteering with the District Council of Yankalilla says a lot about each of them as human beings and the ability to give and to help others, speaks to both their strength and quality of character.

This month, it was with great pleasure that I wrote a Letter of Congratulations to Tim Jarvis on being named SA 2024 Australian of the Year! His dedication to the environment is truly inspiring and on behalf of Council, I commended his extensive work worldwide and his leadership in our Council area through The Forktree Project and 25Zero Project which are making a real difference.
People that I know who have had the pleasure of meeting Tim are consistently and positively impacted and inspired by his passion and hard work in the field of environmental science.
His humility in accepting this award speaks volumes about the kind of person he is - dedicated, humble and committed to making a positive change.
I believe Tim’s efforts will continue to inspire not just us in South Australia, but people across the country and around the world.

I must say that this is my favourite time of the year, and I was honoured to open the Yank Show. I would like to extend thanks to the Show Society for entrusting me with the privilege of opening this event in its 141st year.
The Yankalilla Show is not merely a celebration; it is a testament to the spirit of our community. It is an integral part of our Australian Culture, and we cannot underestimate the importance of events like these in strengthening the fabric of our community. The Show brings us together, not only in the excitement of the festivities but also to reflect on the rich tapestry of our shared heritage and the values that unite us.
It was great to celebrate the many talents, creativity and hard work of our fellow community members. From the captivating displays to the competitions, this event is a showcase of our collective achievements and is a reminder that we are a community of resilience, creativity, and boundless potential.
Some of my fondest memories growing up is going to my local show -with my Nanna & Aunty always entering cakes & scones into the baking competition – and particularly the year my Aunty won BEST SCONE in the show.
I would like to express my gratitude to President Dalton Dupuy and the entire Show Society committee, volunteers, stall holders and local farmers for their tireless efforts in bringing this event together. An event like this wouldn’t happen without their dedication and commitment which are truly commendable.

Last Sunday, I had the pleasure of witnessing an impressive turnout of support for the Cape Jervis Jetty. Joined by community representatives, the Hon Leon Bignell MP and representatives from the Department of Infrastructure and Transport (DIT), the event left me feeling confident that we can achieve a positive result for our community.
As a Council, we stand firmly behind this vital community asset. I encourage everyone to participate in the DIT survey, as your valuable feedback will play a crucial role in shaping the jetty's future.
The Yankalilla Library Common Threads Film initiative has been nothing short of inspiring and I would like to thank all involved in this project. Witnessing our community come together in our new library to support youth initiatives has truly been a rewarding experience.
If you haven't had the chance to view the film yet, do yourself a favour!!
The recent gathering in Myponga for the Redicommunities project showcased our community's remarkable enthusiasm and innovative thinking. The brainstorming session yielded some fantastic ideas.
What's particularly noteworthy is the experiment of involving our young people in related activities during the workshop. I believe it's vital that we continue to include our youth in such activities, as they bring fresh perspectives and boundless energy to the table.
For those unfamiliar with Redicommunities, it comprises a series of workshops facilitated by the Australian Red Cross, aimed at enhancing our local disaster resilience through community co-creation. The workshops will serve several critical purposes, including identifying local multi-hazard risks, fostering community connections and promoting inclusivity, equity and sustainability.
Participants in these workshops receive ongoing support from both the Red Cross and the District Council of Yankalilla, empowering them to implement their actions well beyond the workshop setting.

August 2023
As Mayor, I'm privileged to connect with a diverse range of people, from government officials to business owners and ratepayers. This month, a different theme emerged—one that allowed me the unique opportunity to spend valuable time with some of the younger members of a community.
Firstly, I had the honour of participating in the Judging for the Mayor's Short Story Challenge for 2023. This collaborative event brings together the District Council of Yankalilla, Alexandrina Council, and the City of Victor Harbor. Since its inception in 2010, the Challenge has celebrated creative writing among school-aged children from reception to year 10. The joy of reading and evaluating the fantastic stories submitted has been a highlight of my first year as Mayor. I look forward to the joint regional presentation at the City of Victor Harbor Library in early September 2023, where we will unveil the winner.
Equally rewarding was my recent excursion to Yankalilla Area School, where I visited Miss Ray and her year 3-4 class. I received a warm welcome and was asked some very insightful questions about my role as Mayor. It was a pleasure to invite the class to attend an excursion to the Yankalilla District Council Chambers. To my delight, the students presented me with a bottle of homegrown "Amaroo Farm" Olive Oil—a product of the Yankalilla Area School.

July 2023
It has been a busy and eventful month, filled with opportunities to connect, acknowledge and celebrate the remarkable achievements within our community.
On the 6th and 7th of July, I had the privilege of attending the CEO and Mayor Forum. This event highlighted the significance of fostering a strong working relationship between the CEO and myself as the Presiding Member. Together, we aim to create lasting change and make a positive impact on our local communities. The forum stressed the importance of a united approach in leading behaviour, enabling us to excel in our respective roles while promoting collaboration for the benefit of our council and the community as a whole. The experience provided an invaluable opportunity to strengthen our understanding of leadership responsibilities and forge meaningful connections with fellow Mayors and CEOs from across the state.
I also recently attended a thank-you BBQ held at the depot, where we expressed our gratitude to the exceptional depot team for their outstanding work throughout the year. It was heartwarming to acknowledge their unwavering dedication, which continues to make a significant difference in our community.
Additionally, it was an absolute honour to attend the 39th Lions Handover Dinner, a special event that celebrated the accomplishments of the Lions Club and their remarkable dedication to community service. During the evening, I had the privilege of expressing gratitude to the outgoing President, Graham Buttery, for his exceptional leadership. I also extended a warm welcome to President-Elect Vicki Morecroft and the newly appointed board members. The Lions Club is a global network of men and women who tirelessly work to make a positive impact on communities worldwide. With a rich history spanning over a century and a local club established in 1985, the Lions have garnered a reputation for their significant contributions to improving our community. Their efforts are truly commendable.
This month has been marked by strengthening relationships, expressing gratitude and celebrating the remarkable achievements of our community members. I am grateful for the opportunities to connect with fellow leaders, express appreciation to dedicated individuals and highlight the outstanding work done by organisations like the Lions Club.

It gives me great pleasure to announce that I had the honour of presenting Savannah Benetta with a 12-month fully paid scholarship to participate in the Yankalilla Youth Theatre. This scholarship will allow Savannah to pursue her passion for theatre and nurture her talents in this creative field. I am proud to support the aspirations of our talented young residents and provide them with opportunities to flourish. Congratulations, Savannah!
In other news, I recently had the pleasure of experiencing Gilbert Dashorst's latest artwork at the Mistletoe Block Project. The display inspired me to purchase a print of our Council's Emblem, which Gilbert Dashorst has recently completed. This beautiful piece of art will be donated and displayed at our Council Chambers, enhancing the aesthetics of the space and celebrating our local talent.
I would like to take this opportunity to express my gratitude to all the residents who actively participated in the Community Consultation process for this year's Annual Business Plan & Budget. Your feedback and involvement have been instrumental in shaping the final Budget proposal.
The upcoming year, 2023-24, presents us with significant challenges, influenced by the external economic climate. However, I want to assure you that our goal has been to develop a budget that is fair, financially prudent and aligned with a sound long-term financial management plan. With the dedicated efforts of our Elected Members and Executive Staff, we are working towards setting ourselves up for future success.

It is my pleasure to report that the 10th Festival Fleurieu was a resounding success, thanks to the efforts of the dedicated organising Committee. I would like to congratulate them on putting together a dynamic and innovative program that truly celebrated the arts, culture, community and environment of our District.
One of the highlights of the festival was the magnificent ART Exhibition, The Mistletoe Block Project, which was held at the Myponga Hall. I was thrilled to see so many renowned local artists using various media to showcase the land, vegetation, birds, and animals of Mistletoe Block.
I also had a wonderful time at the Rocking The Cape event at Cape Jervis Community Club and The Flaming Sambucas at Second Valley Hall. It was heartening to see such a great turnout and I am grateful for the positive feedback from everyone who attended.
On another note, the draft 2023-24 Annual Business Plan & Budget Community Consultation has begun with a drop-in session at the Yankalilla Library. While the economic climate has presented its challenges, I want to assure you that the Council is committed to being financially prudent and aligned with sound long-term financial management. It is our goal to set ourselves up for future and sustained success and we need your feedback to achieve this.
I urge all residents to consider the draft 2023-24 Annual Business Plan & Budget and provide feedback on how we can best prioritise our deliverables. Every piece of feedback will help the Elected Members to make the best decisions for the community we serve.
Finally, I would like to extend my gratitude to Don Law for inviting me to the Men’s Shed for a demonstration of new machinery. It was great to catch up with the guys and see the impressive range of items they can now produce. I look forward to involving them in some of the Council's upcoming projects.

April 2023
I am pleased to share with you some recent events that have taken place in our District to which I have had the pleasure of attending.
On the 12th of March, I attended the Inaugural Myponga Loop, organised by Great Southern Runs. This fantastic event saw 799 registered runners compete in a long course circumnavigating the Myponga Reservoir, complete with stunning rainbows and challenging hills. The event brought a buzz to the town, and we can't wait for next year's event.
Another great event that I attended was the Fleurieu AGFest on the 20th of March. It was fantastic to see schools from all around the region attend, including Yankalilla Area School, Kangaroo Island (KICE) – Parndana and Penneshaw, Investigator College, Mount Compass Area School, Tatachilla Lutheran College, Willunga High School, Aldinga Payinthi College, Eastern Fleurieu School, and Murray Bridge High School. The event showcased a range of career pathways and the latest ideas and technology being used in agriculture, primary production, conservation, and land management.
I would like to congratulate Amy Williams and all Council staff involved in organising this great event and look forward to next year's festival.
On the 30th of March, I had the pleasure of attending the Myponga Bowling Club Presentation Night. It was a great night, filled with good food and wonderful people.
Finally, I would like to congratulate Brett & Renee for undertaking the new initiative Lollies and More@84 at Ironbark Hill. This lolly shop is a great new destination for both visitors and locals alike, where you can relive childhood memories and enjoy sweet treats.
These events all highlight the many wonderful initiatives and activities that are taking place in our District and that make our community such a vibrant and enjoyable place to live.
Warm regards,
Mayor Darryl Houston
March 2023
This year is flying by, and another busy month has passed.
It was an honour to MC the 35th Anniversary of the Tjilbruke Dreaming Track markers dedication ceremony at Carrickalinga, as the first of four plaques within Yankalilla Council were unveiled by the Governor of South Australia, Her Excellency, Frances Adamson.
Senior Cultural Custodian Karl Telfer led a smoking ceremony and accepted the tributes offered on behalf of his late mother for her life’s work and gave us a ceremonial welcome, which touched and embraced us all. It was a lovely afternoon and again I would like to thank all Council staff involved with this project as we finished the day with tasty offerings made from bush ingredients to spoil us all.
As part of my mandatory training, I attended the Principal Members Forum with 50 Mayors from across South Australia participating in the LGA’s two-day course. The forum provided a unique opportunity for us as Principal Members to build our knowledge as local leaders, while fulfilling our training requirements under the new Local Government legislative provisions. It also gave us the opportunity to come together as a group – catching up with familiar faces and meeting new Mayors many of whom like me, are beginning their first term on Council. I found it a very worthwhile exercise.
A big thankyou to Linda Ross who asked me to join the Yankalilla Library Sprouts at Rapid Bay Primary School for Storytime, Maths Fun for under 5s and Little Bang Discovery Club session. We read books, had a sing along and engaged in different activities to promote early literacy development, socialising, science discovery, maths, creativity and fun! It was a great activity, and I would highly recommend this to all parents with pre-schoolers. Looking forward to starting the process of Township Plans this month and the challenge of the Budget process for next year.
Kind Regards,
Mayor Darryl Houston
February 2023
January and February have been very busy months as I continue to familiarise myself with and meet the many wonderful community groups that contribute to our District.
A big thankyou to Vicki Morecroft, Acting President of the Yankalilla and District Lions Club for inviting me to the Lions International Youth camp held at Willow Creek Adventure Camp. The Lions International Youth camp is a life-changing experience. Young people between the ages of 16-21 are encouraged to use this travel opportunity to represent their home countries and share their own culture whilst travelling to another and participating in a youth camp.
Each year the Lions International Youth Camp program gives thousands of young people worldwide the opportunity to experience life in other countries and gain a new understanding of culture through travelling overseas. The youth had spent the day visiting Victor Harbor with a trip on the cockle train followed by a cruise on the Coorong to the Murray Mouth. The day's final destination was Willow Creek Adventure Park, with burgers for tea, live jazz music from Geoff and Kym, and a talk on the origin of Fleurieu Milk by Don Clark, finishing up with roasting marshmallows by the campfire. All had a great day, and what an excellent program.
I also had the pleasure of opening of the new Library which was a great event and well attended by the Community. Council's investment in this vital infrastructure improves a valued community facility. The new Library will be a vibrant community hub that will enhance the connections and creativity within our Community and be a centre of excellence for literacy, learning, innovation, and discovery. Thank you to the previous Elected Members and Council Administration for starting the journey of making this new Library a reality. Thank you also to the library staff for being flexible in their service delivery by providing the Library Services from the Visitor Information Centre during the building process.
Last but not least, I would like to congratulate all the Council staff involved with the planning and organisation of our Australia Day Event. It was a very successful Event with over 200 Community Members in attendance. The feedback that I received reflected what a fantastic celebration of our community the event was. Congratulations to all the award winners, new citizens, and grant recipients.
Kind Regards,
Mayor Darryl Houston
Christmas Message from the Mayor
Christmas means different things to each of us; for some, it is a chance to spend time with family and exchange gifts, while for others, it is a religious celebration.
I hope this Christmas will bring you many reasons to smile and share this wonderful time of year with those near and dear to your heart.
I would like to thank all the great volunteers and community groups in our Council area who are deserving of our deep and ongoing gratitude for the work that they have done to protect and support us this year. They make our community a better place to live, work and raise our families.
I hope each of us will have an opportunity to stop, rest, reflect, and pay attention to what is most important in life. In the spirit of Christmas please try to find ways to support those in need that may find it difficult at this time of year.
On behalf of Council staff and my Councillor colleagues, I wish everyone a Merry Christmas and a happy and peaceful New Year.
Mayor Darryl Houston
December 2022
It has been a big month in Council and I was honoured and privileged to be elected as Mayor of our beautiful region. My approach to being Mayor is to be open, energetic and balanced. I will listen, as I am grounded in community values and compassion.
A hallmark of my leadership style is ‘2022 and beyond’ thinking. Understanding that our primary producers and business sector are the backbone of a successful community and therefore support for these sectors will be critical going forward. The existing Economic Development Strategy provides this platform for us to build on.
I believe in showcasing our strengths ‘Made by Nature’, yet bringing change that is sensible and broadly supported by all community members. Supporting our community to remain strong and engaged and above all having the capacity to listen.
I and the other eight Councillors have spent November and the beginning of December attending induction and training days, being taught the requirements and expectations that come with the role of being a Councillor. The experience has been a helpful one, as we learn to work together as a team.
I have also spent time visiting Council sites and assets as I observe the processes and current Council projects.
I was impressed when I visited the ‘Yankalilla Cultural Centre and Library’ which is nearing completion. Council have invested in this key piece of infrastructure which will improve community facilities and quality of life for our residents. This new library will have something for every resident regardless of age. I am sure it will become a vibrant community hub where residents can meet friends, play, read, study and learn.
The final cabins have arrived at the Big4 Normanville Jetty Holiday Park and are being installed. The first group of new cabins should be ready for visitors by Christmas, with the remainder being ready for the end of January 2023.
The Normanville Foreshore is looking fantastic! It really is a credit to the Council Depot Team. I would like to thank them for their great work and I am looking forward to seeing the lawn and playground being used and enjoyed by our community over the summer holiday season. We are expecting the work to be completed by late December.
The Normanville Surf Life Saving Club Café & Kiosk rebuild has commenced with construction planned to be completed in approximately 12 months.
Thank you to all for the positive and supportive feedback I have received since being appointed Mayor and I look forward to hearing more from locals as I am out and about in the District.
