Questions from Candidates
Question - Who did the initial report on the asbestos and condition of the buildings for the ensuites at the Caravan Park?
Answer - Council engaged an Asbestos Contractor (Carters) who carries out all of Council's Asbestos reporting as they are fully licensed and qualified in this area.
Question - What qualifications or experience did the person making the initial report have?
Answer - Carters are a fully licensed and certified Asbestos assessors
Question - Is it possible to get a copy of this report and any photos taken as supporting evidence of the damage?
Answer - Unfortunately I am unable to provide you with photos at this time as the previous Asset Manager, is also no longer working at Council and was the person who carried out the condition assessment to the Ensuite’s, however, I will continue to look for some photos of the Ensuites
Question - At what stage did Council become aware that there was no asbestos in the buildings?
Answer - Carters did not report any Asbestos in the Ensuite’s (please see excerpt below)
Question - Previously, I was advised that there was no financial impact on Normanville Jetty Caravan Park budget, which is inherently incorrect. The loss of any sites that had such a high occupancy rate has to have a financial impact. Can Council please advise an accurate estimate on what impact the loss of these sites would have on the budget?
Answer - Council has a new Director of Corporate Services, I will ask her to provide some information in the near future regarding the NJCP budget and provide further information regarding the NJCP budget regarding the Ensuite sites
Question - If the buildings were in a poor state of repairs, who was responsible for the ongoing inspections and maintenance of the Council Assets and why were they allowed to fall into such a poor state of repair without remediation as needed at a much earlier time?
Answer - The Ensuite’s had fully depreciated and were at end of life, the assessment that was carried out by Council's Asset Manager at the time highlighted the need for demolition, buildings on the coast often deteriorate and remediation works may not be of any value. The demolition of the Ensuite’s were part of the Caravan Park upgrade Master Plan. The Contractor disposed of them accordingly under the contract.
Question - At what Council meeting was this information presented and the Elected Members asked to vote on the change of plans that removed the Ensuite buildings?
Answer - The removal of the Ensuite’s were a part of the Masterplan (July 2021), please see link below:
Question - Could you please provide the latest budget and also provide a link to the agenda at which the last updated budget was prepared.
Answer - As requested, please find attached the link to the Annual Business Plan and Budgets.
