Normanville Foreshore 

Normanville Foreshore is set to become safer more inclusive and even better with Council adopting the detailed Masterplan at the July 2021 Council meeting. The plan will revitalize the foreshore with new dining areas, a new Surf Life Saving Club, more recreation space, improved access while protecting the heritage sand dunes. Safety will be improved for pedestrians by reconfiguring the road, carpark and providing the Surf Club direct access to the beach from their clubhouse. The foreshore will become more inclusive with improved access to the jetty, beach and Surf Club removing barriers for those living with a disability, mobility issue or simply pushing a pram.

We know Normanville Foreshore holds a special place in the hearts of many, so we plan to make it even better by creating more recreation space with the addition of a nature play space while maintaining the same amount of lawns, carparks and maintaining boat launching access.

Local Government is at its best when listening and acting on feedback from the community, our Masterplan has been improved with over 20 changes based on community feedback. The project has an emphasis on supporting local including, creating local jobs, using local suppliers, supporting local businesses and providing improved facilities for the local community. The Masterplan has been over five years in the making and Council has now successfully secured over $8 million in external funding towards the project.

27 October 2023

Neo Infrastructure are continuing work on Stage 2 of the Normanville Foreshore Upgrade, with stormwater drainage works and extension to the existing concrete retaining walls completed.

Preparation work for the exposed aggerate concrete plaza is ongoing with concrete work expected to commence in the final week of October 2023. Neo Infrastructure is expecting to complete the stage 2 works in early November 2023 (weather permitting).

Once all hardscape works are completed as part of Stage 2, Council’s Parks and Gardens staff will complete the soft landscaping and lay new turf in front of the SLSC & Café/ Kiosk. Site fencing is to be removed to coincide with the completion of the SLSC & Café/ Kiosk build, allowing access for the community to the new plaza area.

Stage 2 will require the temporary closure of the old beach access ramp while works are being undertaken. Pedestrians are encouraged to use the new beach access with directional signage to be erected onsite. Once works are completed this ramp will be reopened to the public.

Downer Group are currently programmed to undertake the reseal of the Foreshore Carpark, from the Big 4 Normanville Jetty Holiday Park entrance in early November. It is expected that the work will require total closure of the car park to the public for two days for safety. Once the exact dates of these works are confirmed Council will provide advanced notice via various media platforms and through localised signage.

Wheel stops are ready to be installed in the car parking area once the resurfacing works are complete. These wheel stops will be installed for all car parks fronting footpath areas within the foreshore.

Neo Infrastructure has commenced Stage 2 of the Normanville Foreshore Upgrade in early September, works are expected to continue until early November 2023 (weather permitting)

Stage 2 will require the temporary closure of the old beach access ramp while works are being undertaken.  Pedestrians are encouraged to use the new beach access with directional signage to    be erected onsite.  Once works are completed this ramp will be reopened to the public.

Stage 2 Works include but are not limited to; completion of concrete plaza around the SLSC & Café/ Kiosk building, completion of stormwater drainage infrastructure, additional irrigated turf in front of the SLSC & Café/ Kiosk building, additional landscaping throughout the area and minor changes to drainage around the Stage 1 plaza area.

SA Water are to undertake water meter replacement to service the new combined SLSC Cage and Kiosk in late September.  Minor traffic restrictions will be in place while works are being completed. Once all hardscape works are completed as part of Stage 2, Council’s Parks and Gardens staff will complete landscaping and lay new turf in front of the SLSC/Café/Kiosk.

21 August 2023

Stage 2 of the Normanville Foreshore upgrade is set to commence in late August, weather permitting. This phase will encompass essential elements such as the completion of the concrete plaza, stormwater drainage infrastructure, additional irrigated turf in front of the SCLSC & Café/Kiosk and landscaping throughout the area. The project team is coordinating efforts to minimise disruptions to the ongoing Normanville SLSC & Café/Kiosk construction and will provide timely notifications to the community.

Completion of Stage 2 and carpark seal renewal is to align with the opening of the new SLSC & Café/Kiosk.


27 July 2023

Exciting progress has been made on the Normanville Foreshore project. The new shelter has been completed, marking the practical completion of Stage 1. A defects walkover revealed minor issues that are currently being rectified by Neo Infrastructure, in line with their contractual obligations. In addition, plans are in place to seal the car park after July 2023, considering the impacts of the ongoing construction at the Normanville SLSC & Café/Kiosk. The commencement of Stage 2 plaza works is scheduled for late August 2023 to align with the opening of the new Normanville SLSC & Café/Kiosk.


27 June 2023

The boardwalk construction is now complete, except for the section adjacent to the new Surf Life Saving Club, which remains closed to the public until Stage 2 of the plaza works are finished. This boardwalk has been designed to allow natural sand movement, which will cover and uncover it over time.

In May, the shade/shelter structure was completed after some amendments to ensure full compliance. The structure served as a perfect venue for the Normanville Foreshore community planting day, organised by the Fleurieu Environment Centre in collaboration with the District Council of Yankalilla and the Fleurieu Coast Community Nursery.

As previously reported, the resurfacing of the car park will be scheduled after July 2023 to minimize disruptions caused by the ongoing construction of the SLSC, Café, and Kiosk. Additionally, Stage 2 plaza works are expected to commence later this year, aligning with the opening of the new facilities.


22 May 2023

A recent playground safety audit has identified a small number of defects that will require rectification. Some of these defects are managed through regular maintenance programs and other structural defects will be referred back to the installer and will be rectified within the defect liability period.

Boardwalk construction is now complete with minor defects being addressed by the contractor. Once defects are satisfactorily completed, the boardwalk adjacent the new Surf Life Saving Club will be backfilled with sand that is stockpiled onsite. The shade/shelter structure is expected to be completed in May.

As previously reported, the final timeframe for car park resurfacing will be negotiated to work around the impacts of the Normanville SLSC & Café/Kiosk, currently under construction. Wheel stops have been received and will be installed in the new Jetty Road carparks in May/June. Council’s Project Team has identified some minor issues with drainage near the existing shower and is currently working with the designers and civil contractor for a best practice solution to fit within the current budget. Remediation will be undertaken during Stage 2 of the plaza works to ensure efficient engagement of subcontractors onsite.

Stage 1 Plaza, lawn, and nature play areas are being well utilised and the garden plantings are established and growing into the space.

Boardwalk construction is now complete, and minor defects are being addressed by the contractor. Once the defects are satisfactorily completed, the boardwalk adjacent to the new Surf Life Saving Club will be backfilled with sand that is stockpiled onsite. This boardwalk is designed such that sand will shift over time to cover/uncover the boardwalk due to natural sand movement on the beach.

The boardwalk adjacent to the SLSC will remain closed to the public until Stage 2 of plaza works are completed. The shade/shelter structure is expected to be completed by late April, with ongoing discussion between the builder and design engineers engaged by Council to ensure that the structure is fully compliant.

As previously reported, the final timeframe for car park resurfacing will be negotiated to work around the impacts of the Normanville SLSC & Café/ Kiosk, currently under construction. At this time, it is expected that carpark sealing will occur mid-year with Stage 2 plaza works to commence in late 2023 to align completion with the opening of the new SLSC, Café and Kiosk.

Wheel stops have been received and will be installed in the new Jetty Road carparks in May/June. The remaining wheel stops will be installed once resurfacing of the car park has been undertaken. While the car park is fully compliant, the inclusion of wheel stops will improve the current offering and user experience.

Council’s Project Team has identified some minor issues with drainage near the existing shower and is currently working with the designers and civil contractor for a best practice solution to fit within the current budget. Remediation will be undertaken during stage 2 of the plaza works to ensure efficient engagement of subcontractors onsite.

As outlined in previous months, a project review has confirmed that there is currently an estimated overspend of $491,376 for the Normanville Foreshore Project. This is due to several factors, including the inclusion the original budget estimates of the SLSC Rear Access as part of Stage 2 of the contract with Neo Infrastructure and an inaccurate reflection of the amount of work involved in the original budget estimates for the component of works undertaken by Council staff. The cost breakdown will be split between the current and next financial year, with $219,231 expected in 22/23 and $341,306 in 23/24.

Stage 1 Plaza, lawn, and nature play areas are well-utilized, and the garden plantings are established and growing into the space. Fencing installed by the Council's depot team provides protection to the delicate dune areas as well as defining the space.

The stage 1 boardwalk is now complete, with minor defects being addressed and rectified by contractors. The shade/shelter structure is on track to be completed in the coming week and will provide additional shade and seating for visitors.

As previously reported, the final timeframe for car park sealing will be negotiated to work around the impacts of the Normanville SLSC & Café/Kiosk, currently under construction. Wheel stops have been ordered and will be installed once received. Whilst the car park is fully compliant, the inclusion of wheel stops will improve current offering and user experience.

The car park meets Australian Standards as constructed, but wheel stops have been ordered to improve the current added benefit to the user experience.

Normanville Foreshore Upgrade Nearing Completion, Community Embraces Changes

The Normanville Foreshore renovation is being opened in stages with great numbers of visitors and early positive feedback received from the Stage 1 opening. The project, which includes the beach plaza, inclusive beach access, lawn and nature play area, has been well-utilised by the local community and visitors, especially during the festive period.

The project forms part of Council’s Normanville Foreshore Master Plan. The Master Plan, adopted for delivery in July 2021, aims to revitalise the foreshore with improved facilities, increased recreation space, and better access, while protecting the heritage sand dunes and improving safety for pedestrians.

"The Normanville Foreshore is a hub in the summer months and we are proud to have delivered a safer and more inclusive space for our community and visitors to enjoy," said Mayor Darryl Houston. "We are grateful for the community's patience and support during the construction, and we are confident that with the finishing touches over the next month or so, the final result will be worth the wait."

The total cost of the project including the mobility compliant pedestrian ramp and beach interface, beach plaza, green space and nature play came to $2,563,650, with $2.1 million of that provided through the State Government's Open Space and Places for People Grant Program from the Planning and Development Fund. Council contributed $463,650 to the project.

The Masterplan itself was the result of significant community consultation and feedback, which led to various refinements through the development of the project and concepts.

"The Normanville Foreshore Master Plan is a testament to our commitment to delivering quality projects for our community and for our focus on providing enhanced user experiences across the District," said Council CEO Nathan Cunningham. "I was delighted to see the foreshore jumping and full of activity across the school holiday period."

Director Assets & Environment, Ross Whitfield, thanked the staff and Neo Infrastructure for their hard work. “I want to extend my gratitude to all the staff and contractors who have worked on this project,” he said. “Their hard work and dedication have not gone unnoticed, and the results speak for themselves."

Work remaining to be completed includes the shelter and the resealing of the carpark. The carpark resealing will be timed to work around the Normanville Surf Life Saving Club and Café/Kiosk construction. Wheel stops will also be installed in some areas of the car park to provide additional protection to footpath users.

Delivery of all aspects of the Normanville Foreshore Master Plan (including Holiday Park upgrade and Surf Life Saving Club & Café/ Kiosk development) will provide major economic stimulus to the District, with ongoing job creation, improved community infrastructure, and reduced rates burden on the community. The Council is delighted with the end result of Stage 1 of the Normanville Foreshore and looks forward to the continued growth and development of the other projects that make up the Normanville Masterplan.

Stage 1: plaza, lawn and nature play areas have been partially opened and were well utilised by the public through the festive period.

Council’s infrastructure team is currently assessing tender submissions for the district-wide road sealing program which includes asphalt sealing of the Foreshore car park. The final timeframe for car park sealing will be negotiated with the successful sealing contractor and designed to work around the impacts of the Normanville SLSC & Café/ Kiosk under construction.

Council’s project team have identified the need for wheel stops to be installed to provide additional protection to footpath users and are awaiting delivery with Council's town maintenance team to undertake the installation as soon as possible. The car park meets Australian Standards as constructed however, the wheel stops are seen as an added benefit to the user experience.

Works on the shelter structure and seating will be continuing through January on both the beach accesses and shelter, with these facilities to open to the public as soon as works are complete.

SA Power Networks (SAPN) will be undertaking the installation of a new transformer within the Foreshore Precinct. Council’s project team and SAPN have identified a suitable location that is both safe and convenient for Council and SAPN while also not detracting from the aesthetics of the updated Foreshore.  Site preparation works are to commence in February 2023 with SAPN expected to complete these works in March 2023.


23rd December2022

In exciting news, Stage 1: plaza, lawn and nature play areas are expected to be opened to the public in mid-December. Council parks and gardens staff will continue undertaking minor landscaping works throughout these areas, including installing post and rail fencing along the top of the dunes.

As significant construction works are being undertaken at the SLSC/Kiosk site, requiring the movement of heavy vehicles throughout the foreshore area, a temporary bituminous seal and line marking has been undertaken throughout the Carpark area. The final asphalt seal will be placed once the SLSC Kiosk/Cafe build is to a stage where the new seal will not be detrimentally affected by the construction works. Councils’ infrastructure team is assessing tender submissions for the District-wide sealing program, including asphalt sealing of the Foreshore car park, so the final timeframe will be negotiated with a successful sealing contractor. Council’s Infrastructure team will also be investigating the opportunity to undertake the sealing of the Normanville Foreshore with an alternative asphalt product like what has been utilised in recent years on a number of roads within Normanville.

Due to material shortages and inclement weather, construction of the two new beach accesses and shelters has been slightly delayed. Works are proceeding on these structures with the beach accesses being constructed onsite and shelter currently being manufactured offsite ready for delivery. Works will be continuing through December and January on both the beach accesses and shelter, with these facilities to open to the public as soon as works are complete.

The need for additional shelter over the new playground has been identified. Investigation is currently being undertaken for a sail or suitable similar structure to be provided within the nature play area. Due to the engineering and planning requirements of such a feature, it is expected that these works would be undertaken as part of stage 2 of the Foreshore works.

SA Power Networks (SAPN) will install a new transformer within the Foreshore Precinct in early 2023. Council’s project team is currently in discussion with Partek Construction regarding the timing for the delivery of stage 2 of the plaza works. Once a works program is confirmed Council will provide notification to the community regarding these upcoming works.

Normanville Foreshore: Expressions of Interest Wanted

District Council of Yankalilla is seeking Expressions of Interest (EOI’s) from suitable parties that can demonstrate an ability to create an activation program or experiential offering at the Normanville Foreshore.

Construction of the new Normanville Surf Life Saving Club and Café/Kiosk is due to commence in late November 2022 with a build time of approximately 12 months.

Our priority is to ensure that food and refreshment options are available at the Foreshore during the construction period.

We are also interested in proposals that identify other activities that seek to bring people together and facilitate community connections such as open-air entertainment, music, art and outdoor cinema events.

An Expression of Interest process will soon be open for Mobile Food Vendors for the Normanville Foreshore.

At the Council meeting held at Club Fleurieu on 16 August 2022 it was resolved that the Expression of Interest process will soon be open for Mobile Food Vendors for the Normanville Foreshore.

This will enable our community and visitors whether it be recreation, connection or relaxation to enjoy food and drink options during the redevelopment period of the Combined Surf Life Saving Club and Café/Kiosk.


23rd July 2022

The majority of the kerb and gutter works will soon be completed, which when onsite allows you to now visualise the expanded recreational space. The nature play structures have been constructed off-site and the nature play and grass area will commence construction soon. Preparation works for the plaza are commencing and exposed aggregate concrete is scheduled to be poured in August. Construction of the boardwalks will also begin in August.

Council staff are expecting to commence landscaping and planting works in September, which will include revegetation works to the entrance area along jetty road. Once SA Water complete their required works Council will undertake a reseal of the entire carpark beginning at the Caravan Park entrance later in the project. Stage one of the Foreshore improvement works is scheduled to be completed in October, then the demolition and construction of the combined Surf Club and Kiosk will begin.


20th May 2022

The entrance to the foreshore along Jetty Road has been widened to allow for new right angled carparking and improved footpath access.

SA Water will soon be installing a new larger water main down Jetty Road to increase capacity to the lower section of Jetty Road and the Foreshore precinct

Ground works are well underway with installation of underground stormwater pit. A new gross pollutant trap has been installed to treat stormwater runoff and remove debris prior to stormwater being released into the environment.

Neo Infrastructure have advised Council that to undertake the construction of stormwater infrastructure safely and efficiently within the Normanville Foreshore a total closure of the foreshore carpark is required for three days to complete works. This closure is proposed for the 7th June to the 9th of June, subject to weather. Any changes will be advised via Council’s website and Facebook page.

Business will continue as usual for the Normanville Kiosk and Café during these works and pedestrian access will remain to the Normanville Beach. Alternative parking will be provided on Jetty Road.

We respectfully request that the temporary road closure, alternative parking arrangements and pedestrian access though the work zone is acknowledged during the short construction period.

You will soon see further underground infrastructure being installed for water and electricity, then the grass area will be prepared along with construction of the nature play area and in the next month we expect to see construction work on the plaza begin. Materials have been selected and ordered for the beach access boardwalks which will be constructed later in the project.


22nd April 2022

The supplier contract has now been awarded for the construction of the Foreshore elements of Carparking, Green Space, Plaza, Beach Access and Nature Play.  Planning Consent was granted by the Fleurieu Regional Assessment Panel on 19 April. The contractor has started to fence the site and construction will start in early May. Access to the Beach, Surf Club and Café/Kiosk will remain while constructions works take place.
