The District Council of Yankalilla has approved plans for the combined rebuild of the Normanville Surf Lifesaving Club & Café/Kiosk as part of the Normanville Foreshore and Jetty Caravan Park Masterplan.  At a Special Meeting on 30 September 2021, Council voted in favour of co-funding the ambitious redevelopment of the popular foreshore facilities and progressing the project to the planning and tender stages. Council has resolved to commit $1.15m to the rebuilding of the Surf Lifesaving Club whilst the balance of the $3.5M development will come from Government grant funding as well as the club itself. Council will also contribute $1.6m for the rebuild of the Kiosk/Café component and $300,000 for rear access and a shared public toilet facility that will form part of a modern, multi-tenant community facility all under one roof.

This is a timely and considered investment in our community that will bring economic stimulus and job opportunities whilst positioning our community as a highly-attractive place to live, work, visit, and invest in. This major infrastructure upgrade will propel the club to new heights in every way and we look forward to bringing the project to fruition for the benefit of the local community, We are investing in local people and making our community a better place to live in whilst also helping to reduce the rates burden through income generation. Key to the success of the project is the balance between the three tenancies that will share the new combined facility. Council’s next steps are to determine the makeup of the future leases of the building, which will include upfront costs, annual leases, length of tenure, layout, and areas under lease. We will seek to confirm (in the planning stages) the ultimate configuration of the tenancies – and the kiosk and restaurant components in particular – to ensure the best outcome for tenants, users, and of course, the 5500 rate-payers who are ultimately co-funding this development. Consultation with existing tenants is ongoing and we are confident we will deliver an outcome that works for all existing or future partners, also taking into account that the new facility should not detract from the many other eateries in and around Normanville.

It is with great enthusiasm and pride that the key updates on the Normanville SLSC & Cafe/Kiosk project are shared through this article. The team involved in the project are delighted to have reached a momentous milestone.The project has now successfully achieved practical completion, signifying the culmination of the construction phase.

Council resolved at its November meeting for the Mayor and Chief Executive Officer to fully execute the leases with the Normanville SLSC and Aqua Blue Café & Kiosk (Firkin Burger) and to affix the Councils common seal. This has occurred with both tenants taking up operations in some form (as part of a ‘soft’ opening).

Despite encountering challenges such as lost days primarily attributed to adverse weather conditions, the project has closely adhered to its original timeframe.

Full credit must be paid to all involved in the delivery of the project from Council’s Administration, from our construction partner Partek and from our dedicated and skilful Project Manager, John Kantilaftis. The input of all parties into the project through the regular Project Control Group ensured issues were managed efficiently and it is wonderful to see the positive social media feedback on the final outcome as well as the happy visitors to the site in its first week of partial operations.

Over the past month, the construction team delivered remarkable progress and hit the intended project completion date. The completion of intricate joinery work stands as a testament to the team's craftsmanship, highlighting their meticulous attention to detail. Furthermore, the delivery and installation of the kitchen, bar, and operable wall contribute significantly to the transformative evolution of the space.

A recent defect walkover, involving representatives from all project stakeholders, identified a range of minor defects. Rest assured, these will be promptly remedied under the defect liability period, managed in partnership by Partek and Council. It is crucial to note that such minor defects are considered normal for a project of this scale, with no impact on Council's ability to receive handover at practical completion. Furthermore, this has no bearing on Council's ability to open the building to the tenants and the general public.

Stage 2 of the plaza works have tied the stunning open space design with the building and final pieces including paving, and landscaping have now been installed which, in time, will add to the overall appeal and beauty of the precinct. It is fantastic to see the artists impressions come to life.

The early access granted by the CEO and Director of Assets & Environment to the commercial tenant, Aqua Blue (Firkin Burger), through the waiver document prepared by Council's lawyers, has propelled the fit-out works forward, all. This has allowed immediate trade of the Kiosk from handover date and ensured practical completion aligned closely with the much-anticipated opening of the Aqua Blue Kiosk to activate the site. This opening triumphantly occurred on Thursday 7 December.

We eagerly anticipate the opening of the Normanville Surf Life Saving Club and Aqua Blue Café, where our residents and visitors can expect a diverse food and beverage option in a stunning community setting. Moving into the final phase where minor identified defects are remedied, our focus remains unwavering, ensuring that every aspect of the project meets the most stringent standards.

The project team are excited about the completion of the project which provides a great community asset that not only meets but exceeds expectations.

The positive reactions from Elected Members in a recent ‘behind the scenes’ tour ahead of opening signified a great conclusion to the project and a wonderful reward for the hard work. Council administration are confident that the Normanville SLSC & Cafe/Kiosk project will stand as a shining example of excellence in both construction and community facilities.

With the construction concluding, Administration will look for relevant awards that might be applicable for this great outcome, set to be a new icon for the wonderful Normanville foreshore.

As mentioned above, direct feedback, and that received through social media has been overwhelmingly positive. This signifies a fantastic transition over the course of the project delivery phase and a testament to the open approach of all involved, together with the confidence that was demonstrated by project delivery personnel.

At its 1 August 2023 Special Meeting, Council resolved to enter into formal leasing arrangements with two proposed tenants of the key spaces within the new Normanville SLSC & Cafe/ Kiosk building:

a.         The Normanville Surf Life Saving Club INC. on non-commercial terms; and

b.         Kenton Day (Firkin Burger PTY LTD) on commercial terms.

Public Consultation on the leases, a requirement of Section 202(2) of the Local Government Act 1999 and Councils Public Consultation Policy, commenced on Thursday 24 August and concluded on Thursday 14 September 2023.

A further report to Council which references the outcomes of the Public Consultation was included in the 21 November 2023 Council Agenda together with final recommendations on the content of the Leases.

Final negotiations on the draft leases have concluded with the Director Assets and Environment and CEO along with Wallmans Lawyers meeting reaching agreement with each of the tenants and their legal representatives.

The final Leases for the Normanville SLSC and Aqua Blue Café & Kiosk were endorsed by Council and have now been signed by the Mayor and Chief Executive Officer and fully executed with the affixing of the Common Seal of the Council.  The tenancies have now commenced.

The Normanville SLSC & Cafe/ Kiosk project is progressing well and the team has made significant strides in recent weeks. The project remains on track in line with its original timeframe which has been an outstanding and commendable effort from all involved in the project.

We are excited to share the following recent highlights:

Second Fix Services - The installation of second fix services is progressing smoothly, showcasing meticulous attention to detail which we (and our community) expect whilst ensuring the functionality and aesthetic aspects align with our project goals.

Interior Painting – Painters are actively engaged in painting the interiors, transforming the spaces into vibrant and cohesive environments. This phase is crucial in bringing the envisioned design to life and creating a welcoming atmosphere.

External Painting - The external painting is nearing completion, marking a major milestone in the project timeline. This stage has been transformational and it not only enhances the overall aesthetics but also contributes to the durability and protection of the structure against external elements.

Joinery and Kitchen Installation - The joinery work is in full swing, showcasing the craftsmanship and precision required for a seamless integration of custom elements. Simultaneously, the kitchen installation is underway, ensuring a functional and aesthetically pleasing culinary space.

Floor Finishes - Progress has been made on the floor finishes, adding the final touch to the interior spaces. Each step in this process is carefully executed to meet the project's high standards of quality and design.

Glass Installation - A significant development has included the arrival and installation of glass components. The stair balustrading is now in place, providing both safety and an elegant design element. Additionally, balcony glass installation has been completed, enhancing the overall visual appeal of the exterior.

The CEO and Director provided early access to the building site for Aqua Blue (Firkin Burger) to commence fit out of the Café and Kiosk. This agreement was outlined in a waiver document prepared by Wallmans Lawyers to the benefit of Council and to protect the Council from any liability or loss. This ‘agreement to lease’ document protects Council’s interests). Early access to commence fit-out is in the best interest of all parties.

The Normanville SLSC & Cafe/Kiosk project is progressing well on multiple fronts. The interior work is advancing with wall and ceiling linings and the installation of hard flooring in public restrooms. Meanwhile, external civil preparation is also underway, with concrete works expected to commence in the coming weeks. This progress confirms that the project is moving steadily towards its completion goals while maintaining a good level of efficiency.

Interior Works - The project is making significant progress on the interior. The focus is currently on wall and ceiling linings, a crucial step in ensuring the building's structural integrity and aesthetics. These linings provide a smooth and finished appearance and serve functional purposes like insulation and soundproofing.

Flooring Installation - The team has started the installation of hard flooring, specifically tiles, in the public restrooms (WCs). The choice of tiles indicates attention to both durability and aesthetics. Tiles are easy to clean and maintain, making them a practical choice for high-traffic areas like public restrooms. This step brings us one step closer to completing these facilities for public use.

External Civil Preparation - Beyond the building's interior, significant progress is being made in external civil preparation. This involves the groundwork and infrastructure necessary to support the building. The mention of concrete works in coming weeks, refers to concrete pouring for works on foundations, pathways and other external structures, ensuring the stability and accessibility of the facility.

Upcoming Milestones: Concrete pours scheduled for a few weeks' time will be a key milestone to watch for. Concrete pouring is often a significant step in construction and its completion will mark a major achievement in the project's timeline.

The efforts of the construction team have been instrumental in attaining substantial milestones, thereby guaranteeing that the construction project stays on course and adheres to the predetermined timeline.

On Tuesday 3 October 2023 an Elected Member Forum was held where a presentation by the CEO, Director Assets and Environment and representatives from Wallmans Lawyers provided details on key lease elements, with input provided by Elected Members ahead of lease finalisation. Draft Leases for both tenants are currently being drawn up by Wallmans Lawyers and will be distributed to the Lessees as part of the formal negotiations.

The construction team's great commitment has propelled the project forward, with multiple pivotal tasks now on the verge of conclusion. The installation of glass has marked a significant milestone in the project, enabling the interior works to advance smoothly. On the ground floor, the gyprock ceiling has been successfully installed, while progress on the first floor ceiling and framing is nearing its final stages.

In terms of services, the first fix services for hydraulic systems have been entirely finished, and the much-anticipated arrival of the final mechanical equipment during the week of 28/8/23 is a milestone.

External protection for the building is well underway, with rendering nearly completed, enhancing the structure's durability and protection. Furthermore, the internal concrete work has been diligently poured, solidifying the foundation and structure of the building.

The project's accessibility and functionality are set to improve with the anticipated arrival of the lift in early September, facilitating ease of vertical mobility within the building. Stormwater management is on the horizon, commencing early-mid September, ensuring proper drainage and environmental considerations.

The removal of scaffolding has opened up space and formwork removal is expected within the next 22 days, contributing to the building's aesthetic appeal. These collective efforts bring us closer to the successful completion of the project, meeting both functional and structural requirements.

The efforts of the construction team have been instrumental in attaining substantial milestones, thereby guaranteeing that the construction project stays on course and adheres to the predetermined timeline.

Council resolved at its meeting in August 2023 to enter into formal leasing arrangements with two proposed tenants of the key spaces within the new Normanville SLSC & Cafe/Kiosk building:

The resolution was multi-faceted and gives direction to the administration to:

  1. Commence a consultation process (as required by the LG Act 1999).
  2. Report back to Council following consultation with final lease agreements.
  3. Mayor and CEO authorised to execute the lease (within set parameters and   outcomes of consultation).

Council is mandated by Section 202(2) of the Local Government Act 1999 and its Public Consultation Policy to engage in community consultation when granting leases or licenses for the use of community land exceeding a duration of 5 years.

On Thursday, August 24th, public consultation on the leases commenced, providing an avenue for both our community and the wider public to share their feedback and comments on key elements of each proposed lease.

This process serves as the means by which the Council communicates its decision regarding the selected tenants. Council invites input for a 21-day duration, with consultation formally closing on 14 September 2023.

In the face of adverse weather conditions marked by winter's persistent high winds and frequent rain showers, the Normanville SLSC & Café/Kiosk construction project continues to make substantial progress. The determined construction team has pushed forward and critical tasks are approaching completion, demonstrating their commitment to meeting project milestones and deadlines.

The installation of roofing sheeting and flashing is in its final stages, marking a significant achievement in the project's timeline. With the roofing work completed, external painting has commenced, adding a touch of vibrancy to the building's appearance. The first fix services have been advancing steadily, reaching level 1 of the building. Meanwhile, the wall framing has made substantial headway, with essential components such as windows, sills, and door frames having been delivered to the site and currently being installed.

An essential aspect of the project, the Main Distribution Board and Sub-Boards have been successfully delivered and installed. In the coming weeks, attention will turn to the installation of separate electricity meters for the SLSC, Café & Kiosk and Council, to be managed by SAPN.

As the project transitions to its next phase, the focus will shift towards installing ductwork and electrical mains services. Additionally, rendering and external cladding are slated to commence in the upcoming weeks, further enhancing the aesthetic and functionality of the building.

The tireless dedication and hard work of the construction team have enabled them to achieve significant milestones, keeping the project on track and within the projected timeframe. Elected Members were given an opportunity to witness the project's advancements during a guided tour led by Max Proud from Partek in late July, providing a firsthand understanding of the progress made.

Normanville SLSC & Café/Kiosk Tenancy Selection Process and Outcome

In May 2023, the CEO proposed the establishment of a 'Recommendation Panel' to assist the Council in selecting preferred tenants for key commercial spaces. This governance structure was recommended by the Audit & Risk Committee and adopted by Council. Comprising representatives from Savills Real Estate, Mayor Houston, Deputy Mayor Moffat, the CEO, Director Assets and Environment, and independent member Amanda Blair, the Panel undertook the task of reviewing and evaluating submissions to shortlist and provide recommendations to the Council.

Four comprehensive submissions for the Café/Kiosk tenancy were received by the Recommendation Panel in July. Following a thorough review and discussion, the top two candidates were selected and subsequently presented their proposals to the full Council in August. Both candidates displayed a strong vision, community engagement and a commitment to enhancing the site's appeal and quality of offerings.

After careful consideration, Kenton Day (Firkin Burger) emerged as the candidate with the most compelling plan for the tenancy, receiving unanimous support from the Council. The administration is now authorised to initiate lease discussions for the Café and Kiosk tenancy.

Leasing Arrangements with Normanville SLSC

The Council also resolved to enter into formal leasing arrangements with the Normanville SLSC on non-commercial terms. A draft lease agreement will be prepared in the coming weeks.

In addition to Council's public consultation policy, Council has a statutory requirement to undertake community consultation where leases or licenses are granted by Council.

At a Special Meeting of Council held 1 August 2023, Council considered the top two recommendations put forth by the Council-endorsed Recommendation Panel and its commercial real estate agents, Savills.

After high-quality presentations, questioning and careful deliberations, Council made the decision to initiate further discussions with Kenton Day for the commercial lease of the Café and Kiosk spaces.

Exciting developments continue to take place at the Normanville SLSC & Café/Kiosk. Despite challenging weather conditions, the structural steel has been successfully erected, providing a frame for the installation of the roofing. As the roofing progresses, temporary downpipes for stormwater diversion will be connected to the stormwater system. Additionally, measures are being taken to ensure site security, including the installation of CCTV cameras. The safety of everyone involved in the project remains a top priority as we move closer to completion.

One important decision made by the Project Control Group (PCG) was the need for the installation of balustrades on the top of retaining sheet piles at the rear of the building and the interface with the dunes. Although the budget for this safety measure was not initially allocated, it is crucial to address the safety concerns and meet the required standards. By prioritising safety, we aim to create a space that the community can enjoy with peace of mind.

In relation to leasing and activation of the building, the expressions of interest period for the Normanville SLSC & Café/Kiosk tenancies has recently concluded. With four submissions now on the table, the Council’s Recommendation Panel will carefully analyse and make recommendations to the Council. We anticipate that a final decision will be reached during the upcoming months, further progressing this exciting project.


29 June 2023

The construction progress of the Normanville Surf Life Saving Club & Café/Kiosk is well underway, with several significant milestones achieved. In May, the first floor of the building saw significant progress, as the first fix services were completed, as well as the installation of scaffolding. This setup enabled concreters to pour the first-floor concrete slab on schedule. Blockwork for the first floor was also completed after the slab had cured and the installation of structural steel beams has begun, giving us a glimpse of the impressive scale of the building.

An important addition to the project was the installation of a new SA Power Networks transformer. Although not initially included in the project scope, Council currently have a $158,000 underspend on the Caravan Park Cabins Project which (as per decisions by Council in the Budget Review process) will be re-allocated to the Normanville SLSC & Café/Kiosk project to cover the cost of the necessary transformer, pending confirmation on the final grant acquittal report.

As part of the leasing and activation process for spaces within the building, Savills Real Estate has made a formal approach to the market, seeking interest via an Expression of Interest (EOI) process. Interested parties have the opportunity to submit their proposals until June 27, 2023, to be considered for the Café and Kiosk tenancies. The Normanville SLSC lease is separate to this EOI process and Council are working collaboratively with the club on a suitable lease arrangement. The EOI process includes a comprehensive marketing package with key leasing information for potential tenants. Once the EOI process concludes, a review panel consisting of various stakeholders will assess the submissions and make recommendations to Council for suitable tenants.


22 May 2023

The construction of this new community facility is progressing well. The blockwork for the ground floor is now completed and formwork is currently being constructed onsite to allow for the second-storey concrete slab to be poured. Retaining walls and all sewer and underground plumbing have been completed in line with the approved plans.

The new SA Power Networks transformer has been installed. Although an inherent requirement of the new community facility, budget provision for the installation of the transformer was not included in the original project scope. Council has achieved an underspend on the Caravan Park Cabins Project which will be reallocated to the Normanville SLSC & Café/Kiosk project to cover the cost of the necessary transformer, pending confirmation on the final grant acquittal report.

In the weeks ahead, Partek Constructions will continue the reinstatement of the sand dunes, which is now well underway. Savills Real Estate has been appointed to approach the market seeking interest for the leasable spaces within the building. The marketing package is being finalised to reflect feedback provided by Council and other key stakeholders and once released to the market, the opportunity will remain live for four weeks before submissions close. A review process to shortlist, assess and appoint a suitable tenant(s) will follow.

Council administration is recommending a desirable governance structure to assess and recommend lease options for the leasable spaces within the SLSC & Café/Kiosk. It is proposed that the review panel will consist of Savills agents, Council’s CEO and Director Assets and Environment, Mayor and Deputy Mayor and an independent community representative.


26 April 2023

Partek will continue the reinstatement of the sand dunes, which is now well underway. This will see the pre-existing material that was excavated from the site be reinstated, which was one of the conditions agreed upon through collaboration with the Coast Protection Board.

Council has released a request for quote to engage a commercial real estate company or agent to advise on (and lead) a suitable process for an ‘approach to market’ for the Café and Kiosk at the Surf Life Saving Club. Savills Real Estate was appointed to assist Council in seeking market interest for the leasable spaces. The marketing package and plan is being prepared for release through May 2023.

21 March 2023

Blockwork for the project started on February 13 and is now complete for the first floor of the building. The load-bearing walls and concrete core filling are being laid, and it provides a better indication of the ground floor plan and the size of the building within the surrounding landscape.

The project team has completed the retaining walls, sewer, and underground plumbing in line with the approved plans. The new SA Power Network transformer is scheduled to be installed this month.

Partek is reinstating the sand dunes by using the pre-existing material excavated from the site, which is one of the conditions agreed upon through collaboration with the Coast Protection Board. The next step is cutting and painting the sheet piles, which will create a neater look to the construction site.

Council released a request for a quote to engage a commercial real estate company or agent to advise on a suitable process for an 'approach to market' for the café and kiosk at the Surf Life Saving Club. Five prospective candidate companies were approached, and the CEO and Director Assets and Environment will review the request for quote submission before the end of March. Once appointed, the next step will be for the agent to attend an Elected Member Forum where the agent will seek views on vision and aspirations from the Elected Members ahead of seeking market interest for the leaseable spaces.

28th  February 2023

The foundation slab for the Normanville Surf Life Saving Club & Café/Kiosk was poured on Tuesday, January 31st. This was a significant milestone in the project, and the pour was completed with the help of 9 trucks which made multiple return trips, completing a total of 48 trucks full of concrete. A total 218m3 of concrete was used. Council staff captured stunning time-lapse and drone footage, which is now available on Council's website and social media channels.

Excavation and installation of grease and sewer tanks were completed after the big pour. Partek will commence the reinstatement of the sand dunes next week. This will see the pre-existing material that was excavated from the site, be reinstated which was one of the conditions agreed through collaboration with the Coast Protection Board. The cutting and painting of the sheet piles will follow, creating a neater look for the site.

The next major milestones of the project include the installation of structural steel and ground floor blockwork starting on Monday, February 13th. Council has also released a request for a quote to engage a commercial real estate company or agent to advise on a suitable process for an 'approach to market' related to the various leasable spaces in the new building.

Normanville Surf Life Saving Club and Cafe/ Kiosk Construction Continues With Concrete Pour

Partek Constructions has continued work and hit a significant milestone on the Normanville Surf Life Saving Club and Cafe/ Kiosk, completing a concrete pour on Tuesday morning. The newly poured slab outlines the footprint of the future building and is attracting attention from locals.

"We are thrilled to be progressing on this significant community facility," said Ross Whitfield, Director Assets & Environment at the District Council of Yankalilla. "The concrete pour marks a major milestone in the construction process, and we're excited to see the project advance and really start to take shape."

Visitors to the construction site can now see the outline of the future building, thanks to the freshly poured concrete slab. After allowing sufficient time for curing, the next step in the construction process will be Structural Steel Framing and Blockwork.

"We invite all residents to follow our progress and see the transformation of the site as it continues to take shape," added Council’s Chief Executive Officer Nathan Cunningham. "We are committed to delivering a high-quality building that will serve the Normanville Surf Life Saving Club and the wider community for years to come."

Leading up to the Christmas Break, the team completed the rubble pad in readiness for digging foundations and pipe laying in the New Year.  Pleasingly, this component was completed ahead of schedule.

A key focus for the Council through the construction period is to prepare, release and assess relevant ‘approach to market’ documents that relate to the various leasable spaces in the new building. The CEO and Director Assets and Environment will look to engage commercial real estate expertise to advise on a suitable process in the coming months.

Project Control Group (PCG) updates will be provided by Administration through the monthly reports to Council with the next PCG meeting scheduled for 25 January 2023.


9th  January 2023

Pile driving was completed last week and works to remove the sand is currently underway. Integrated heritage attended last week as we removed the last section of sand dune with no findings to report. Leading into the Christmas Break, we are working on getting the rubble pad down ready for digging foundations and pipe laying in the New Year. We are aiming to establish an early dialogue to discuss tenancy arrangements in 2023.

Commencement of Normanville Surf Life Saving Club & Cafe/Kiosk Demolition

The District Council of Yankalilla is pleased to announce that the scheduled demolition of the Normanville Surf Life Saving Club and Kiosk has commenced.  These works pave the way for the construction of the new purpose-built Normanville Surf Life Saving Clubrooms together with the new Café/ Kiosk.  This building project is a cornerstone of the delivery of the Normanville Foreshore and Jetty Caravan Park Masterplan.

Council’s Chief Executive Officer Nathan Cunningham and Mayor Simon Rothwell have today witnessed the signing of construction contract with Partek Constructions who were awarded the project after the highly competitive tender process.

Demolition is commencing this week with the Old Red Brick Co. clearing the site ready to handover to Partek Constructions in November of this year.

“As CEO, I am delighted to be able to confirm that the rebuild of the Normanville SLSC and Café/ Kiosk is able to proceed; with funding allocated to the preferred tenderer. It is great to have Partek Constructions on board to deliver this significant community facility as not only do they offer competitive pricing in this challenging building market, but they also have provided an immensely experienced team who have been responsible for the delivery of recent similar projects in sensitive environments along the South Australian coastline.”

John Kantilaftas of Surf Lifesaving SA brings project management strength to the project, bringing with him vast experience in administering similar rebuilds, having project managed the Chiton Rocks, Port Elliot, West Beach and now Normanville Surf Club Constructions.

This project has been long awaited since the need for an upgrade was first identified in 2015 and is now coming to fruition as a result of the close collaboration between Council (through its Elected Members) who have worked collaboratively, and with great vision together with the Normanville Surf Life Saving Club and Surf Life Saving SA.  The level of collaboration includes the Commonwealth and State Government who have provided Grants to support elements of the overall Masterplan.

With a recent Supreme Court action seeking delay or reconsideration of the project now dismissed, the timelines of the delivery phase are now certain.  Council’s CEO advises; “With the recent Supreme Court action dismissed, the project team will proceed in earnest to deliver this amazing facility in the most efficient manner possible. Delivery of the overall Normanville Masterplan is a once in a generation opportunity and full credit goes to the Council and the community for pursuing change and uplift in this manner.”

Normanville SLSC President Dave Jansen states “Normanville Surf Life Saving Club are thrilled that the redevelopment of the Normanville SLSC is about to begin and look forward to a modern facility to train our members in life saving skills and to provide our young education about water safety. As a club, our dedicated volunteers have worked tirelessly to save lives on this beach for nearly 25 years and support both visitors and the local community alike. The new facilities that the rebuild will provide means that we will be better equipped to serve the community and continue keeping beachgoers safe, for generations to come”.

Council and the South Australian Fire and Emergency Services Commission (SAFECOM) are progressing with the project. Council at the July Meeting resolved to sign a development agreement between Council and the Normanville Surf Life Saving Club.

The South Australian Fire and Emergency Services Commission (SAFECOM) is currently going through an expression of interest process to shortlist preferred contractors to participate in a tender process for the build of the Surf Club and Café/Kiosk.

Council has selected the preferred design and Planning Consent was granted by the Fleurieu Regional Assessment Panel on 19 April. The project will now move to the tender and building approval stage and ultimately with the construction phase currently scheduled to commence around October 2022.

Green Light for Surf Lifesaving Club and Kiosk Rebuild

The District Council of Yankalilla has approved plans for the combined rebuild of the Normanville Surf Lifesaving Club and Café/Kiosk as part of Normanville Foreshore and Jetty Caravan Park Masterplan.  At a Special Meeting today, Council voted in favour of co-funding the ambitious redevelopment of the popular foreshore facilities and to progress the project to the planning and tender stages.

Council has resolved to commit $1,15m to the rebuilding of the Surf Lifesaving Club whilst the balance of the $3.5M development will come from Government grant funding as well as the club itself. Council will also contribute $1.6m for the rebuild of the Kiosk/Café component and $300,000 for rear access and a shared public toilet facility that will form part of modern, multi-tenant community facility all under one roof.

“This is a timely and considered investment in our community that will bring economic stimulus and job opportunities whilst positioning our community as a highly-attractive place to live, work, visit and invest in,” Mayor Simon Rothwell said.

“The support we have received from local residents who understand the foundations we are laying here for the future has been overwhelming.”

Elected Members have heard an impassioned plea for council funding support from the leadership of the Normanville Surf Life Saving Club who highlighted their vision for the club’s future as a centre for surf lifesaving excellence and also its significant potential as a contemporary community venue for local residents and visitors.

District Council of Yankalilla CEO Nigel Morris said that the Surf Life Saving Club leadership is very much on the same page as Council as far the vision for the site is concerned.

“This major infrastructure upgrade will propel the club to new heights in every way and we look forward to bringing the project to fruition for the benefit of the local community,” explained Mr. Morris.

“We are investing in local people and making our community a better place to live in whilst also helping to reduce the rates burden through income generation.”

Key to the success of the project is the balance between the three tenancies that will share the new combined facility. Council’s next steps are to determine the makeup of the future leases of the building, which will include upfront costs, annual leases, length of tenure, layout and areas under lease.

“We will seek to confirm (in the planning stages) the ultimate configuration of the tenancies – and the kiosk and restaurant components in particular – to ensure the best outcome for tenants, users and of course, the 5500 rate-payers who are ultimately co-funding this development,” explained Mr. Morris.

“Consultation with existing tenants is ongoing and we are confident we will deliver an outcome that works for all existing or future partners, also taking into account that that the new facility should not detract from the many other eateries in and around Normanville,” added Mr. Morris.

“These projects are always bigger than their physical footprint.”

Leaseholders in the facility will be provided ample opportunity to provide input and recommendations on the layout and flow of the tenancies in advance of the finalisation of plans.

The Normanville Foreshore and Jetty Caravan Park Masterplan comprises several elements including a combined new rebuild of Surf Club and Kiosk, carparking, green space (lawns), nature play playground, dune restoration, beach interface, Jetty and Caravan Park upgrades.
