Council Decisions

Mayor’s Report
The Mayor’s report was received. Mayor Darryl Houston reflected on attending the Local Government Association Constitution Workshop, the Club Fleurieu February Lunch, the Cape Jervis Progress Association AGM and Normanville SLSC & Cafe/ Kiosk Formal Opening.
Reports of Members, Delegates and Working Parties
Cr Rowlands attended a Bendigo Bank function at the Normanville Surf Life Saving Club on Thursday 14 March 2024.
Cr Gibbs and Cr Quirke attended the Fleurieu AG FEST on Monday 18 March 2024. Cr Olsson also attended on behalf of the Mayor.
Deputations
Bronwyn Lewis addressed the Gallery and Elected Members about Agenda Item 14.6 Potential Yankalilla Dog Park Budget and Location Considerations.
Des Gubbin addressed the Gallery and Elected Members about Agenda Item 14.7 BIG4 Normanville Jetty Holiday Park CLMP Update and Consultation.
Questions on Notice
Cr Gibbs asked a question regarding access to documents by Elected Members. The question was answered.
Cr Olsson asked a question about the status of the Council verge slashing program in our district. The question was answered.
Motions on Notice
A motion on notice from Cr. Rothwell was carried unanimously. The motion requested that administration write a letter to the Department of Infrastructure and Transport (DIT) and the appropriate Minister to express District Council of Yankalilla’s disappointment in the lack of communication and the lack of a true partnership approach in the development and notification on the previous and the current Cape Jervis Port Master Plan.
Reports of Officers
Resignation of Councillor Bill Verwey
Council received the Resignation of Councillor Bill Verwey Report and thanked Cr Verwey for his time and service as a Light Ward Councillor since being elected in 2020.
Potential Yankalilla Dog Park Budget and Location Considerations
Council received the Dog Park Budget and Location Considerations Report. Council resolved to encourage the Dog Park Committee and thank them for their dedication to build a dog park in DCY and that in line with the Dog Park Committee’s request, the land for the dog park be under the care and control of DCY. Council also resolved to ask the Dog Park Committee to present their recommendation to the September Council Forum.
BIG4 Normanville Jetty Holiday Park Community Land Management Plan Update and Consultation
Council received the BIG4 Normanville Jetty Holiday Park Community Land Management Plan Update and Consultation Report. Council resolved that Community Consultation be conducted in accordance with Council’s Public Consultation Policy and s202(2) of the Local Government Act and thata report be presented to Council following the completion of the community consultation.
Elected Members’ Allowances and Benefits Policy
Council received the Elected Members’ Allowances and Benefits Policy Report and adopted the reviewed and Elected Members’ Allowances and Benefits Policy V3.3.
Prudential Management and Treasury Policy Reviews
Council received the Policy Reviews Report and adopted the Prudential Management Policy V4.0 and the Treasury Management Policy V3.0.
Annual Business Plan & Budget Policy
Council received the Annual Business Plan & Budget Policy Report and resolved to adopt the revised Annual Business Plan and Budget Policy.
CHSP Client Contribution Policy Review
Council received the CHSP Client Contribution Policy Review Report and resolved to adopt the CHSP Client Contribution Policy V2.1. Council resolved that the Chief Executive Officer continue to be authorised to waive or reduce a fee based on individual circumstances, in accordance with the terms and conditions on the Commonwealth Home Support Program (CHSP) funding agreement.
Mid-Year Budget Review 2023-24
Council received the Mid-Year Budget Review 2023-24 Report. Council resolved to acknowledge and support the deferral of the identified Operating and Capital Projects to aid in restoring financial sustainability to the 2023-24 budget and to acknowledge the Audit & Risk Committee endorsement to approve and adopt the updated Long Term Financial Plan and the 2023-24 Mid-Year Budget revisions as the current (updated) budget. Council approved the 2023-24 updated Long Term Financial Plan and acknowledges that the Long-Term Financial Plan continues to be a working and live document that guides financially sustainable decision making.

The Chief Executive Officer Report was received.

Council received the minutes of the Audit & Risk Committee Meeting held on 26 February 2024 including the Summary report to Council and the Leave Liabilities Report.
Minute Action Report
Council received the March 2024 Minute Action Report.
Regional Subsidiaries and Other Organisations/Entities:
Council received the Report on the Fleurieu Regional Waste Authority (FRWA) 2nd Quarter 2023-24 Activities. Council also received the 21 February 2024 Board meeting summary and associated responses to a motion from Alexandrina Council.

Council meetings are held on the 3rd Tuesday of each month at 4pm. Council Meetings are held in the Council Chambers, 1 Charles St, Yankalilla.
